(AP) ? They foiled plots and cracked Nazi codes, but Britain's spies were unable to solve the mystery of Charlie Chaplin's birth.

Although the entertainer is celebrated as one of London's most famous sons, newly declassified files reveal that Britain's MI5 domestic intelligence service found no records to back up Chaplin's claim that he was born in the city on April 16, 1889.

Uncertainty about Chaplin's origins linger to this day ? a mystery Chaplin himself may have helped to nurture.

The previously secret file, released Friday by Britain's National Archives, shows that MI5 investigated the silent film star in the 1950s at the request of U.S. authorities, who had long suspected him of communist sympathies. MI5 historian Christopher Andrew said the FBI's red-hating chief, J. Edgar Hoover, privately denounced Chaplin as "one of Hollywood's parlor Bolsheviks."

To the spies' surprise, there was no record of the performer's birth.

"It would seem that Chaplin was either not born in this country or that his name at birth was other than those mentioned," MI5 concluded.

Chaplin's life is a Dickensian rags-to-riches story. Raised in London in a family of music-hall entertainers, he moved to the United States in 1910 and became one of Hollywood's first megastars with his shabby, bowler-hatted everyman persona, the Little Tramp.

He was a box office sensation in movies such as "The Gold Rush," ''City Lights" and "The Kid," but his left-wing friends and activities alarmed the FBI, which began tracking the actor in the early 1920s.

In 1952, as fears of Soviet infiltration raged in the U.S., American authorities asked MI5 to investigate Chaplin's political allegiances and personal background, including a long-standing rumor that Charlie Chaplin was an alias and the performer's true name was Israel Thornstein.

But British spies could find no trace of him in the birth records at London's Somerset House under Chaplin, Thornstein or Harley, his mother's stage name.

The spies also checked French records amid rumors that he might have been born in the town of Fontainebleau ? but that, too, drew a blank.

Elsewhere in the file, agents speculate that Chaplin might have Russian roots. There was an allegation that he had once spoken of "going back to Russia."

"This might refer to paying another visit, or it might denote his origin as Russia," noted senior MI5 officer W.M.T. Magan, speculating that Chaplin might have come from a Jewish family fleeing pogroms at the end of the 19th century.

Film historian Matthew Sweet said rumors about Chaplin's roots had been swirling well before the 1950s. The French claim stemmed from a fan magazine article from the 1910s that suggested Chaplin was born while his performer mother was on tour. The idea he was Jewish appears to have been an assumption by some fans that came to be widely believed. Chaplin did little to correct the record.

"The borderline between fact and fiction about celebrities was much less clearly policed than it is today," Sweet said.

MI5 seemed content to let the mystery of Chaplin's birth remain. British agents were skeptical of American claims that the star was a communist threat, with John Marriott, the head of MI5's counter-subversion branch, calling the U.S. allegations "unreliable."

"It is curious that we can find no record of Chaplin's birth, but I scarcely think that this is of any security significance," he wrote in 1952.

The U.S. thought differently and Chaplin was refused re-entry to the United States in 1952. He settled in Switzerland and lived there until his death in 1977.

The dossier shows MI5 continued to track Chaplin for several years. It contains newspaper clippings about the actor, snatches of conversation from suspected radicals who knew him and letters sent from Russia to "Comrade Charly Chaplin" via the communist magazine Challenge.

But by 1958, MI5 had concluded Chaplin was not a threat.

"We have no substantial information of our own against Chaplin, and we are not satisfied that there are reliable grounds for regarding him as a security risk," the agency noted. "It may be that Chaplin is a Communist sympathizer but on the information before us he would appear to be no more than a 'progressive' or radical."

Nonetheless, a taint of impropriety lingered. Files released in 2002 showed that the British government blocked a knighthood for Chaplin for nearly 20 years because of American concerns about his politics and private life ? he was married four times, twice to 16-year-old girls. He eventually became Sir Charles Chaplin in March 1975, two years before his death at age 88.

Chaplin's origins remain cloudy, although the 1891 census records the then 2-year-old as living in south London with his mother and elder brother Sydney.

Evidence unearthed last year added another layer of mystery.

In a locked drawer of a bureau left behind after Chaplin's death, his family found a letter from a man in England named Jack Hill. It claimed Chaplin had been born "in a caravan (that) belonged to the Gypsy Queen, who was my auntie" in a Roma community near Birmingham in central England.

Chaplin had alluded to Roma roots in his autobiography, writing that "Grandma was half-Gypsy. This fact was the skeleton in our family cupboard."

Sweet said the letter was not proof of Chaplin's birthplace but evidence he cultivated the mystery of his origins.

"It is very widely accepted that he was born in London in 1889, but the piece of paper just isn't there," Sweet said.

"That letter is not proof that he was born in a Gypsy encampment. It is proof that he was terrifically attracted to the idea of that story, enough to keep the letter and lock it away and think of it as something important.

"The idea of the mystery of his own birth is something that he quite enjoyed, I think."

Once a title challenger, Diego Sanchez views himself as MMA?s ?Cinderella Man?

UFC 107 wasn't that long ago and yet it seems another lifetime for Diego Sanchez.

The 30-year-old challenged B.J. Penn for his UFC lightweight title. Over five rounds, Penn tore apart Sanchez and essentially finished him with a kick to the face. Twenty seven months later Sanchez is fighting to remain relevant and is a minus-320 underdog to a guy who had made his UFC debut just a few months earlier before the Sanchez-Penn fight in? Dec. of 2009.

Sanchez is a respectable 2-1 in three fights since the Penn loss, but it's the way he's looked. His decision to move back to 170 pounds was questionable. He doesn't appear to be in tip top shape at the heavier weight and his defensive ability has slowed. Sounds like he's in big trouble on Wednesday against Jake Ellenberger, right? Sanchez is shyin away from these thoughts. He using them as a motivation going into a fight that could get him back on track.

"I love to watch that movie Cinderella Man. He comes from the top and he goes to the bottom and he makes it back up to the top. I just kind of see myself as a guy like him. Before I was just fighting for my own selfish goals. I had the goal of being champion, and that's fine; that was my dream," Sanchez told USA Today.

Sanchez says the last two years has given him a chance to reevaluate what's important.

"Now I have better reasons to train harder, to fight harder. It's not just me anymore. I have my wife, my son; it's a lot more. I feel like I'm a grizzly bear protecting the cubs," Sanchez said. "I'm just going to fight my hardest. I'm going to fight with all my heart. I'm going to leave it all in the cage."

Americans arrested, deported by Bahrain for supporting democracy protests

The Americans Radhika Sainath and Huwaida Arraf were arrested and deported by Bahrain for showing solidarity with democracy protesters in the kingdom.

Two Americans, Radhika Sainath and Huwaida Arraf, were arrested by Bahraini authorities for their role in current protests against that country?s regime. They were arrested Saturday in Manama while acting as part of a team of monitors of peaceful protests.?

According to the 14 February Media Network in Bahrain, they were deported Sunday morning. The Americans ?were handcuffed behind their backs on flight from Bahrain to London.?

The women were volunteers with the Witness Bahrain program, which situates observers in trouble spots, including Shiite villages, in the hopes that western presence will inhibit violence by security forces. Last year, those forces killed dozens of protesters who gathered at Manama?s Pearl Roundabout.

Footage of Arraf's arrest:

The women were arrested downtown in Manama at one of the latest demonstrations in favor of increased democracy in the Gulf nation.

According to a member of the Bahraini human rights community, who asked to remain anonymous out of fear of retaliation, the arrest of journalists, and their analogues, is far from rare and rarely fatal.

?Journalists are often detained from time to time here,? she said, ?but they won't dare touch them especially if they're US citizens. The U.S State Department is already involved in the case and I've no doubt they'll be released unharmed (like the others.) It'll be shocking if this story has a different ending, but I doubt that will happen.?

Sainath, a civil rights attorney in California, outlined the circumstances that lead to her presence in the Bahraini capital in a blog post on Witness Bahrain?s website.

A small group of us were on the initial Skype call with human rights activists from Bahrain. A doctor who I only knew by the name of A* explained how security forces would attack Shia villages with teargas and birdshot on a daily basis, break into houses at night and toss teargas canisters into tightly packed homes, arresting anyone suspected of involvement in the democracy movement.

Would we come and stay in these villages? Surely, the government would behave differently if Americans and Europeans were watching.

Bahrain is a major American ally in the Middle East and provided staging grounds for the invasions of both Afghanistan and Iraq. The country is regional fleet headquarters for the US Navy?s Fifth Fleet and the Naval Central Command, covering the Gulf, the Arabian Sea and the Red Sea.

Why The Most Common Questions Arise In Personal Injury Law

Article Directory :: Legal Articles

When an accident happens between two or more people, the general belief amongst most people is that the person that caused the accident will compensate the other parties in the accident for their damages. However, what naturally tends to happen is that rather then one person taking responsibility for their accident neither party involved will take responsibility. They will try and blame who ever else was also in their accident. Personal injury lawyers receive a plethora of questions from their clients, some of which tend to be extremely common. Here is a look at a few of the most common questions clients have for their lawyers.

The three most common questions any personal injury lawyer will receive are: What type of accident can I sue for? How much compensation should I ask for? How will I pay you for your services. Today we'll aim to answer all three questions.

In the first question we were asked, what type of accidents can a person sue for? Theoretically, as long as someone else caused your damages, you can sue them for your damages. This means, if you are in a car accident, slip fall, assault and battery, medical malpractice, or defective product incident, you can pursue a lawsuit against the person or people responsible for your injuries. In order to successfully sue another person, you must be able to prove that they actually were the cause of your accident. This process is called proving negligence. This is frequently the most difficult aspect to prove in personal injury law.

When it comes to filing for compensation, the general formula used by the personal injury lawyer, takes into account all of your damages, how much your insurance company covers and the remaining monetary value for your injuries. For example, the insurance of the accident victim is required to pay the accident benefits for their client. For all intents and purposes, the accident benefits take into account, the damages to your property, the injuries you have sustained, emotional trauma, medical rehabilitation costs and income replacement benefits.

The insurance has to provide their client up to $50,000 in accident benefits. If it is determined that your accident was worth $150,000, you and your personal injury lawyer will then file a lawsuit worth $100,000 against the defendant, because those are the remaining costs on your accident. Under some provincial laws, you can't file for $150,000 because the insurance company already compensated part of your benefits.

The third most common question is in regards to how you will afford a personal injury lawyer, on top of your damage costs. Presently, there are hundreds of lawyers who work on what is called a contingency plan. The contingency plan, is a contract in which the lawyer agrees to cover their own costs, contingent on the case being awarded compensation. Once the case has been awarded compensation, the lawyer receives one third of your compensation, to cover their costs during the trial. It is obviously in the lawyer's benefit to be successful in gaining compensation for their client.

Government promises to exclude business travel from ATOL | ABTN

Posted Thursday, 9 February, 2012 - 14:15 by Rob Gill

The government has promised to exclude business travel from the forthcoming introduction of changes to the ATOLAir Travel Organisers' Licensing consumer protection scheme.

The reforms to ATOL are designed to increase the range of consumer protection for holidays but business travel organisations such as the GTMCGuild of Travel Management Companies and Advantage feared corporate trips could inadvertently be included through the changes.

But the government today announced its intention to specifically exclude business travel from ATOL as it revealed its responses to the views submitted by the wider travel industry. The changes to ATOL are due to be implemented for leisure travel sales on April 30.

The Department for Transport said in a statement: ?We support the principle of excluding sales to businesses from the ATOL scheme.

?Accordingly, the CAACivil Aviation Authority (UK): Oversees and regulates all aspects of aviation in the UK. It was established under the Civil Aviation Act in 1972. is planning to make a formal exemption from the regulations for Flight Plus and Flight Only sales to corporate entities. A draft to this effect will be included in CAA's further information and consultation paper.?

GTMC, Advantage and ABTAAssociation of British Travel Agents had all written to the DfTDepartment for Transport: The UK government department responsible for the English transport network, as well as transport matters in Scotland, Wales and Northern Ireland that are not devolved. asking for clarification on the reforms? potential impact on business travel.

The GTMC said in its official response to the original ATOL reforms: ?This document does not adequately define business travel. The GTMC believes there needs to be a clearly understood definition of business travel as delivered by travel management companies.

?We believe that business travel should be specifically excluded from Flight Plus.?

ABTA welcomed today?s move to make business travel exempt from ATOL. The GTMC said it would be checking all the details and definitions before making a comment on the issue.

New crime-fighting tools aim to deter and nab terrorists | Excitonic

Bethany Halford, C&EN senior editor, focuses on an emerging field known as chemical forensics, where the goal is to use the technology of chemistry to trace weaponized toxic substances and related materials back to their source. A chemical forensic analysis could, for instance, show that ingredients in a terrorist?s weapon were produced in a specific factory. Criminal investigators then could check sales records to determine exactly who purchased those ingredients.

The article explains that the research in the field has expanded substantially during the last few years due mainly to funding from the U.S. Department of Homeland Security (DHS) Chemical Forensics Program. With this research, DHS and chemical forensic scientists are sending messages to the public and to would-be terrorists, the article notes. DHS wants the public to know that the agency is preparing for future attacks, and terrorists to be aware that science is preparing to nab them if they do attack.

Abortion, birth control grab political spotlight (AP)

DAYTON, Ohio ? Political turmoil over abortion and birth control spread suddenly on Tuesday. A high-ranking official resigned from the Komen breast-cancer charity after its backtracking treaty with Planned Parenthood, and Republican presidential candidates blistered the Obama administration for a recent ruling on Catholic hospitals and contraception.

The White House made a point of declaring it wanted to ease the concerns of church-affiliated employers ? many would be required to provide birth control coverage to their workers under the new rules ? but there was no word on how those concerns might be addressed.

The two-track drama pumped new furor into longstanding disputes that sometimes take a backseat in political campaigns because the lines are so familiar and firmly drawn. Last week's Komen-Planned Parenthood dispute stirred many women's groups that support legal abortion. And the Obama ruling touched a nerve with moderate Roman Catholics who support contraceptives but also defend their church's right to run its hospitals and other institutions according to religious convictions.

Republican presidential candidates pounced on what they considered a blunder by President Barack Obama. They believe his administration's ruling will alienate moderate Catholic voters who could prove crucial in November in Ohio, Pennsylvania and elsewhere.

There also could be political repercussions from the Susan G. Komen for the Cure controversy. The breast-cancer charity, facing fierce criticism, mostly from women's groups, quickly overturned its decision to cut off funding to Planned Parenthood. Planned Parenthood is a major provider of abortions, but it also screens women for breast cancer and other health problems.

In Atlanta, Karen Handel, a Komen vice president who played a role in the fund cutoff decision, resigned Tuesday. A Republican who ran for governor in Georgia, Handel was seen by some as an example of what they felt was an increasing tendency by Komen to bring partisan politics into the charity's decisions.

"I am deeply disappointed by the gross mischaracterizations of the strategy, its rationale and my involvement in it," Handel said in her resignation letter.

Presidential candidate Mitt Romney, for his part, said he supported Komen's original decision to stop funding Planned Parenthood.

The arguments came as the GOP presidential hopefuls campaigned in several states and Republicans voted in Colorado and Minnesota. Each candidate tried to take advantage of the unusually intense focus on reproductive issues.

Romney, a Mormon, decried Obama's "assault on religion," telling Colorado voters the new contraception ruling was "a real blow ... to our friends in the Catholic faith."

Newt Gingrich, a Catholic, told Ohio Republicans, "There has been a lot of talk about the Obama administration's attack on the Catholic Church."

But Gingrich, who is struggling to narrow Romney's lead in the GOP nomination race, also turned his fire on the former Massachusetts governor. "Governor Romney insisted that Catholic hospitals give out abortion pills, against their religious belief, when he was governor," Gingrich said.

Former Sen. Rick Santorum, also a strong anti-abortion advocate and a Catholic, made similar remarks about Romney in a written article Tuesday.

As governor, Romney enforced a law that required all Massachusetts hospitals, including Catholic ones, to provide emergency contraception to rape victims. Some Catholics say the so-called morning-after pill is a form of abortion. Romney said he did not support the law, which passed despite his veto. But he also said at the time, "My personal view, in my heart of hearts, is that people who are subject to rape should have the option of having emergency contraception or emergency contraception information."

Romney may have given Gingrich and Santorum a new opening Tuesday when he likened "morning-after pills" to "abortive pills." Romney supported legalized abortion when he ran for Senate and governor in Massachusetts, but he now opposes it.

The White House and Obama's re-election campaign endured another day of sharp debate over the contraception ruling, which falls under preventive-health measures attached to the 2010 health care overhaul. Church-affiliated employers' health insurance plans will have to cover birth control, regardless of the institutions' religious principles. Churches are not covered by the rule, but affiliated employers such as colleges and hospitals are.

The ruling follows the Institute of Medicine's recommendation to treat birth control as preventive health because it promotes maternal and child health by allowing women to space their pregnancies. For religious-affiliated employers, the requirement will take effect in mid-2013.

Workplace health plans will have to cover all forms of contraception approved by the Food and Drug Administration, including the birth control pill, implantable devices, sterilization and the morning-after pill. There is no mandate to cover abortions.

Last Sunday, Catholic bishops in more than 140 dioceses issued denunciations of the decision that were read at weekend Masses.

Sister Carol Keehan, head of the Catholic Health Association ? which supported Obama's 2010 health care law ? summed up the feeling of some moderate Catholics who say political analysts are missing the point.

"It's not the issue of contraception but religious freedom," she said. "It's not about preventing women from buying anything themselves, but telling the church what it has to buy, and the potential for that to go further."

Wall Street Journal editorial writer Peggy Noonan said the contraception ruling might cost Obama the election.

But Jen Psaki, a former Obama aide, said millions of American women, including Catholics, see it differently.

"This is about one issue, and that is making sure all women, especially those who can't afford it, have access to health care," said Psaki, who is Catholic. "And if Mitt Romney and Newt Gingrich continue to make a political issue out of such an important human right, they risk jumping the shark with women voters of all political stripes."

Groups on the left and right raced into the debate.

Sen. John Cornyn, R-Texas, said he hopes the Obama administration "backs down on this rule that violates conscience. If not, we'll do everything in our power to repeal it."

NARAL Pro-Choice America defended the new ruling.

"This is one of the biggest victories for women's health in a generation," said Nancy Keenan, its president. "Nurses, janitorial staff and professors who work at colleges and universities that do not currently cover birth control will get access to contraception."

White House Press Secretary Jay Carney didn't say how employers' concerns might be addressed, though he said there were a lot of ideas for doing it.

He said Obama's focus is making sure that women employed by Catholic-affiliated employers like hospitals, colleges or charities are able to get contraception. At the same time, Carney said Obama wants to respect religious beliefs and convictions.

David Axelrod, a top political aide to Obama, hinted at possible adjustments to the rule or its application. He told MSNBC the administration didn't intend to "abridge anyone's religious freedom."

"This is an important issue," Axelrod said. "It's important for millions of women around the country. We want to resolve it in an appropriate way, and we're going to do that."

Santorum suggested this week that efforts to reach an accord won't be easy.

"The Catholic Church has been arguing and negotiating this for a year, and the administration is saying `it's just a misunderstanding,'" Santorum said while campaigning in Colorado. "It's just a bunch of bull. They are folks who are trying to use their power to force people to do things that they believe they should do and are right. They don't care about their religion."

Speaking at a 2006 Call to Renewal conference, organized by the religious anti-poverty group Sojourners, Obama said secular Americans were wrong to ask churchgoers to "leave their religion at the door before entering the public square."

But Obama also said religious groups must be recognize "ground rules for collaboration" and the importance of the separation of church and state.

Adoption is for older kids, too ? Fertility and Infertility Research News ...

Here?s a daunting fact: Youths who age out of foster care are much more likely to drop out of school, wind up homeless, in jail or with an unintended pregnancy.

In 1998, about 17,300 youths in foster care nationally were on their own when they turned 18, according to the Dave Thomas Foundation for Adoption. That number grew to 28,000 in 2010.

Older teens need a ?forever? home as much as younger children, said Diana Tolstedt, a Wendy?s Wonderful Kids recruiter in Billings.

?I think before, people would say if they?re doing OK and they?re 16 and they?re in a foster home, just leave them until they age out,? Toldstedt said. ?Well, these kids, they?re 16 and they?re saying they want a family.?

Tolstedt has worked for Lutheran Social Services, a part of St. John?s Lutheran Ministries, since 2005. She?s spent half her time helping find families to adopt the older kids she works with, thanks to an initial grant from the Dave Thomas nonprofit.

The other half of her time has been focused on doing parent and adoption case work for Lutheran Social Services. Now, an additional $67,500 grant will allow Tolstedt to recruit full time, expanding her work from Billings to Eastern Montana.

Her work will take her north to Wolf Point, Glasgow and Havre, east to Sidney and Miles City and towns in southeastern Montana. That will double her caseload to 25 mostly 14- and 15-year-olds, and boost the number she?s actively recruiting for to about 15.

Building relationships

?A big part of the program is building a relationship with the social workers, who deal with the cases and the foster families, and who just don?t have time to do specific things with the kids in recruitment,? Tolstedt said.

She works with Child and Family Services of the Department of Health and Human Services for the state of Montana.

But Tolstedt also spends a lot of her time getting to know the kids, meeting with them at least once a month, and studying their case files so she can find a family who would be a good fit.

One misconception many people have about children in foster care is that they?ve done something wrong to wind up away from their own families.

?They?re only in care because their parents could not or would not care for them in the way that children should be cared for,? Toldstedt said. ?They haven?t done anything, and they didn?t enter foster care because something was wrong with them.?

But being passed from one foster family to another can tend to lower a child?s self-image. They also may develop behaviors or strategies to deal with the uncertainties of their lives.

That?s where finding the right family comes in, she said.

Sheila Howe, director of adoption services for Lutheran Social Services, said Tolstedt?s work can help older kids in foster care know that someone is on their side.

Working for them

?It lets them know that someone is really working for them to secure them a family, and that?s an important thing to happen to them and that they?re worthy of that,? Howe said.

Another misconception, Howe added, is that older kids aren?t interested in adoption. That might come, she said, from the idea that older teens tend to push away from their families in an attempt to gain their independence.

?But for many kids who are in the foster care system, in some ways they know so much more about the importance of family and what that means,? she said.

It means not having to move again, being able to go on vacation with their family, having someone to cheer for them at games or over a good grade. It also means someone?s there to hold their hand when they experience disappointment.

Tolstedt works to get out information on the youths she works with so prospective families can find them. That includes the television spots called ?A Waiting Child? and the Heart Gallery in Rimrock Mall, where their faces and their stories are on display.

She wants to do all she can to help them find homes they can call their own.

?No child is unadoptable,? Tolstedt said. ?They just haven?t been adopted.?

She has helped 22 children find permanent, loving homes. Now she can expand her efforts to help more of them.

(AP Photo/Mohammed Asad, File)

(AP) ? Ignoring a U.S. threat to cut off aid, Egypt has referred 19 Americans and 24 other employees of nonprofit groups to trial before a criminal court on accusations they illegally used foreign funds to foment unrest in the country.

Egypt's military rulers had already deeply strained ties with Washington with their crackdown on U.S.-funded groups promoting democracy and human rights and accused of stirring up violence in the aftermath of the uprising a year ago that ousted President Hosni Mubarak. The Sunday decision to send 43 workers from the various groups to trials marks a sharp escalation in the dispute.

Egypt and the United States have been close allies for more than three decades, but the campaign against the organizations has angered Washington, and jeopardized the $1.5 billion in aid Egypt is set to receive from the U.S. this year.

On Saturday, U.S. Secretary of State Hillary Rodham Clinton warned Egypt that failure to resolve the dispute may lead to the loss of American aid. The Egyptian minister, Mohammed Amr, responded Sunday by saying the government cannot interfere in the work of the judiciary.

"We are doing our best to contain this but ... we cannot actually exercise any influence on the investigating judges right now when it comes to the investigation," Amr told reporters at a security conference in Munich, Germany. A few hours later, word of the referral to trials came.

The Egyptian investigation into the work of nonprofit groups in the country is closely linked to the political turmoil that has engulfed the nation since the ouster of Mubarak, a close U.S. ally who ruled Egypt for nearly 30 years.

Egypt's military rulers have been under fire by liberal and secular groups for bungling what was supposed to be a transition to democracy after Mubarak's ouster. The ruling generals who took power after the uprising, led by a man who was Mubarak's defense minister for 20 years, have tried to deflect the criticism by claiming "foreign hands" are behind protests against their rule and frequently depict the protesters as receiving funds from abroad in a plot to destabilize the country.

Those allegations have cost the youth activists that spearheaded Mubarak's ouster support among a wider public that is sensitive to allegations of foreign meddling and which sees a conspiracy to destabilize Egypt in nearly every move by a foreign nation.

Egypt has just been plunged into a new cycle of violence with 12 killed in four days of clashes. The clashes were sparked by anger at the authorities inability to prevent a riot after a soccer match last week left 74 people dead.

International Cooperation Minister Faiza Aboul Naga, a remnant of the Mubarak regime who retained her post after his ouster, is leading the crackdown on nonprofit groups. On Sunday, she vowed to pursue the issue to the very end. The investigation into the funding issue, she claimed, has uncovered "plots aimed at striking at Egypt's stability."

Egyptian security officials said that among the Americans sent to trial is Sam LaHood, the head of the Egypt office of the Washington-based International Republican Institute and the son of U.S. Transportation Secretary Ray LaHood. Five Serbs, two Germans and three non-Egyptian Arab nationals are also targeted.

Lahood's group called the decision "politically motivated" and said it "reflects escalating attacks against international and Egyptian democracy organizations." The IRI statement from Washington said the campaign was being carried out "in part by Mubarak-era holdovers."

All 43 have been banned from leaving the country. A date has yet to be set for the start of the trial. They can face between three and seven years in jail if convicted on the charges.

In Washington, the State Department criticized the move.

"We have seen media reports that judicial officials in Egypt intend to forward a number of cases involving U.S.-funded (nonprofits) to the Cairo Criminal Court," State Department spokesman Victoria Nuland told reporters. "We are deeply concerned by these reports and are seeking clarification from the government of Egypt."

Sunday's decision to refer the 43 to trial raises questions about the Egyptian military's motive to allow the issue to escalate so much that the valuable $1.3 billion in aid it gets annually be placed in jeopardy. Washington also is set to give Egypt $250 million in economic aid this year.

The U.S. assistance has allowed the Egyptian military to replace its relatively antiquated Soviet-era weaponry with modern and sophisticated arms, ranging from fighter-bombers and transport aircraft to tanks and personnel carriers. The aid is closely but informally linked to Egypt's continued adherence to its 1979 peace treaty with Israel, Washington's closest Middle East ally.

Previously, Egyptian authorities had prevented at least six Americans ? including LaHood ? and four Europeans from leaving the country, citing a probe opened last month when heavily armed security forces raided the offices of 17 pro-democracy and rights groups. Egyptian officials have defended the raid as part of a legitimate investigation into the groups' work and funding.

"The ruling military council is searching for scapegoats to cover up its successive failures, the disastrous ones, since it took power on Feb. 11 (2011)," said prominent rights activist Bahy Eddin Hassan. "It has managed to stain the reputation of everybody to come out as the only party to be trusted in the eyes of ordinary Egyptians."

Laws requiring local and foreign civil society groups to register with the government have long been a source of contention, with rights activists accusing authorities of using legal provisions to go after groups critical of their policies. Offenders can be sentenced to prison if convicted.

Foreign civil society groups must receive permission to legally operate in Egypt by registering with the ministries of foreign affairs and international cooperation.

Legally, the Social Solidarity Ministry must approve any foreign funds funneled to local or foreign civil society groups in Egypt.

Also Sunday, security officials said Mubarak, 83, would shortly be moved to a prison for the first time since his arrest last April. Mubarak has since his arrest been kept in custody in a hospital at the Red Sea resort of Sharm el-Sheikh and later at an army medical facility east of Cairo.

Mubarak is on trial on charges of complicity in the killing of hundreds of protesters during the 18-day uprising that forced him to step down.

The officials also said that around 50 former regime insiders held at Tora would be dispersed to five different jails in the greater Cairo area within the next 48 hours. They include Mubarak's two sons, businessman Alaa and one-time heir apparent Gamal, two former prime ministers and the former speakers of parliament's two chambers.

The decision to move Mubarak and spread the regime officials appeared to be a concession by the military to pro-reform activists who complain that the ruling generals led by Mubarak's defense minister for 20 years were treating the ousted leader with reverence and turning a blind eye to former regime officials clustered in Tora to use supporters to undermine security.
