The JP Morgan "Whale" - Harvard Business Review

The apparition of 2008 returns once more. Two recently released JP Morgan Chase (JPM) reports on the causes of the "London Whale" trading losses raise important questions about whether financial service firms can exorcise the spectral issues which were so central to the financial crisis. They read as if JPM and a key headquarters unit ? the Chief Investment Office ? had not learned a single lesson from the meltdown four years ago. And unfortunately, they suggest that, in our huge, complex financial institutions, major failures of organizational discipline and major losses are likely to recur, despite greater attention to risk management.

These reports ? one from a company task force and a second from a review committee of the board ? were overshadowed by two items announced the same day: the related news that the bank board had slashed CEO Jamie Dimon's annual compensation in half ? from $23 million in 2011 to $11.5 million in 2012 ? because of his "Whale-related" failures, and that JPM had posted a record 2012 net income of $21.3 billion.

But the 129-page internal task force report is significant. It analyzes in some depth the personal and institutional reasons for the more than $6 billion loss in a credit derivatives portfolio traded, paradoxically, by the London branch of JPM's Chief Investment Office, a unit supposed to invest a pool of funds conservatively in order have liquidity to offset losses elsewhere. Led by Michael Cavanagh, co-Chief Executive Officer of the Corporate and Investment, the task force outlines a series of failures that echo those that beset financial sector creation of interconnected toxic assets in the past. And almost no one has focused on the relationship between JPM's problems, the past failings in the financial sector and the issues for the sector in the future.

These are not failures associated with well-considered and well-bounded risk taking. Everyone understands this kind of risk taking is core to any business (financial or industrial or consumer) and obviously will not always be crowned with success. Rather, they are blameworthy actions, involving culpability stemming from negligence or worse, and requiring, at the least, private sanctions (firings, demotions, clawbacks, pay cuts) and system remedies. Here is a brief summary of the findings:

London Office. The traders ? Bruno Iksil ("the Whale"), Javier Martin-Artajo and Achilles Macris (the boss) ? did not understand the complex trades, did not monitor them, doubled down when initial results were poor, did not listen to questions from the risk function and did not communicate the full extent of trading losses.

Headquarters of Chief Investment Office (CIO). Ina Drew, the head of the CIO, failed to review or monitor the trading strategy; failed to ensure that the risk and finance functions were providing appropriate oversight and control of the portfolio in question; did not appreciate the size, complexity, risk and magnitude of the issue in the first quarter of 2012 as conditions worsened; and as a result, gave misleadingly optimistic reports to JPM senior management until problems surfaced dramatically in April-May, 2012. The risk limits set were too vague and broad. And, the Value at Risk (VaR) model was badly flawed, understating risk.

Firm-Wide Functions and Leaders. Generally speaking, firm management did not ensure proper controls and oversight at CIO as its trades became more complex and risky. The company Chief Risk Officer (Barry Zubrow, until January 2012) and the CFO (Doug Braunstein, since replaced) bore significant responsibility for the inadequacies of the risk and finance functions inside CIO ? and for the failures of firm-wide risk and finance to spot trouble. CEO Dimon was criticized for failure to understand warning signs in a unit reporting directly to him (calling the trades "a tempest in a teapot" in an April analysts' call). Dimon himself ultimately said that "[t]hese were egregious mistakes.They were self-inflicted..." In short, there was not robust debate with the right facts at the right level about the portfolio risk.

The Board and the Risk Policy Committee. The board review committee exonerates the board and the Risk Policy committee from any culpability because "the information communicated to the Risk Policy Committee...did not suggest any significant problems in the CIO" until the issue began to break open in April, 2012." This conclusion is silly on its face because the review committee's report makes a number of recommendations of changed processes which are so basic that those proposals should be read as criticisms for past failures of the board and the Risk Committee. For example, the review committee says that the Risk Committee should: insist on better context when risk issues are presented; ensure that risk leaders are asked about what really bothers them; assess adequacy of risk resources in all units; conduct regular reviews ? and spend more personal time ? on the firm's compliance with risk protocols; ensure that the chief risk officers are truly independent and can challenge business decisions; and define more clearly the lines between the Risk and Audit Committees. Well, no duh.

Virtually every "cause" of the significant trading losses delineated by the internal JPM task force would have been found in earlier internal and independent reports about the sources of problems at many financial institutions during the credit crisis. In addition, the JPM task force does not address other key questions: Why did Dimon let the Chief Investment Office ? with the normal role of conservative capital management to offset losses elsewhere ? start this kind of speculative trading in the first place? Why were red flags ignored by senior managers in CIO and in the firm? How credible is the report's conclusion, without published analysis, that "the Firm's compensation did not unduly incentivize the trading activity that led to the losses"?

Moreover, JP Morgan Chase still has unfinished business with the regulators here and abroad on the trading fiasco. For example, the bank recently entered into a cease and desist order with the Federal Reserve and the Comptroller of the Currency (COC) to work out new regulator-approved processes relating to the issues about the board's role, risk management, finance and audit identified in the internal Task Force report. And questions of fraud in the London office and inadequate SEC disclosure by JPM are also being pursued by government investigators.

The crucial question raised by the Whale incident ? and by the delineation of causes in the internal report ? is whether these types of blameworthy acts, with significant consequences, are likely to recur in huge financial institutions because they simply cannot control important corporate or business units with significant capital at risk.

Are these acts likely to recur regardless of internal systems and process, and regardless of regulatory oversight?

The question has special salience because it happened at JP Morgan Chase, which had a reputation for careful risk management; because it happened right under the nose of Jamie Dimon, JPM's so-called "chief risk officer"; because it happened in a unit reporting directly to Dimon which was supposed to trade conservatively in order to have funds to offset poor bets elsewhere. The bank deserves credit for facing the trading problem forthrightly once it emerged unmistakably as a major issue: Dimon took blame; the company made public a reasonably critical internal report (even if key issues were not addressed); it set a good standard of accountability in using clawbacks and Dimon's comp reduction for those responsible (see my earlier blog posts ); and it has set forth paper remedies for the specific problems which will be refined with the Fed and the COC.

But, the fact remains: the Whale incident's replay of these fundamental, blameworthy acts ? which characterized the financial melt-down ? suggests a basic failing that may defy an effective remedy. This is why the Whale has significance beyond the particular losses and poses an enigma which business and government must ponder.

Yorks residents say oil leak threatens pond 'rescue' | Antigua ...

St. John?s Antigua- Fifty-seven year-old Rolston Knight couldn?t be more excited about the prospects of transforming his community, now pregnant with environmental issues, into a thriving eco-tourism village.

But Kareem, as he is fondly known, can speak with authority about a looming concern, which threatens the viability of the McKinnon?s Pond.

The pond, an expansive body of salt water, is a stone?s throw away from Yorks Village where Kareem has resided for the past 20 years.

He has seen for himself the blatant disregard shown to the pond.

?This (pond) carries a high odour which is not healthy for the community,? Knight pronounced.

The stench that Knight speaks of is the result of decades of dumping garbage directly into the pond, disposing of human waste, dead animals and sewage.

Over the weekend, the York?s Community Group in partnership with the Environment Division and the Sandals Green Team made a small dent in the problem, collecting over twenty bags of garbage.

Knight and other Yorks villagers believe, however, that if this effort is to be sustained, a mysterious oil leakage, the biggest problem facing the pond, must be addressed.

?When I go by my father, the smell of oil is really bad. It?s not so bad by my home because I live lower down,? said one villager who did not want to be named.

?There are daily sightings of oil in the gutter that runs through the McKinnon?s Pond,? the female resident added.

The McKinnos Pond is where residents say the oil eventually settles so Rolston Knight knows that efforts to restore the pond to its former glory will be difficult.

A multi-faceted programme funded by the Global Environment Fund (GEF) offers the best hope for saving the pond according to residents. The project will put structures in place for waste culminating in the pond to be managed. The natural water treatment method known as the ?floating island? is expected to improve the pond?s water quality.

Optimistic about the future of the salt pond, Knight and his team have already shortlisted a number of tourism related activities that can be deployed there for recreation.

?We are going to installing a boardwalk over by the salt pond,? he said adding that kayaking and sport fishing are also options

However, the oil problem which neither the Antigua and Barbuda Public Utilities Authority (APUA) nor the West Indies Oil Company (WIOC) have publicly accepted responsibility for could undermine revitalisation efforts.

Both companies have massive oil storage facilities in close proximity to the pond and residents are convinced this is the source of the problem.

Talks are underway with one of these companies toward clean-up efforts and Knight appeared optimistic about the prospects.

?I really would like to thank West Indies Oil who has played a great role with us over the years. They are doing well with us and we are working together to solve that problem,? he said.

WIOC?s Country Manager Joseph Fernandez told OBSERVER Media he is aware of the problem.

?We take all precautions to ensure we don?t spill anything into the pond,? he said, adding ?there have been oil spillages into the pond? although not confirming the source.

Fernandez said there could be ?more than one source.?

?York?s is our neighbour and we make every effort to support them in any activity that they are having. We do our best to ensure that even if we spill five drops it is investigated,? he said.

Energised by that pledge, Rolston Knight and his team, in addition to the commitment given by neighbouring hotels, said the environment could realise some real progress in transforming this important ecology for the good of their community.

A Guy's Take: Men Who Are ?Commitment-phobes?

I?ve had a few discussions with women about ?commitment-phobic men? recently.? That is, men who have a ?fear of commitment? when it comes to relationships.

The typical scenario where a woman will label a guy a ?commitment phobe? is when he?s been seeing a girl for a while ? they spend the majority of their time together, they eat together, they sleep together and so forth?.but he won?t commit in an official sense. That?s usually when they?ll come to me looking for answers.

Well, let?s get into this?

First, I can tell you right off the bat that he?s not a ?commitment-phobe.?? That term was invented by some psychologist to diagnose .0001% of the population for a very specific, extreme condition. ?However, as with nearly every psychological diagnosis, it gets slapped on?everyone the moment it becomes popular?

I?m ADD. ?I?m OCD. ?I?m biploar, and on and on and on. ?Enough with the amateur psychological diagnoses. ?Let?s look at what?s actually going on here.

Most likely scenario: ?The placeholder relationship.

This is an instance where I have to be blunt. ?It?s not that he?s afraid to commit to the girl? it?s that he?s (and I cringe to type these words) not that into her? but into her enough to have her companionship, emotional support, and sex.

When it comes to all things sex and companionship, a guy will say, ?Sure, if you?re offering??

Problem is, guys typically have a terrible gauge on whether or not they?ll catch feelings for the girl. ?For most guys, he won?t catch feelings for the girl as long as he never looks to her for emotional support.

Once a guy starts leaning on a girl emotionally, he starts becoming attached to her on an emotional level. ?Now the girl who he only intended to keep around to keep from being lonely becomes this pseudo-girlfriend.

On the one hand, he cares for her and wants her around. ?After all, he feels better when she?s there versus when she?s not.

On the other hand, he feels that he can do better? and he intends to. ?The rationale he makes in his head is that once he ?gets himself together? (that is, he starts actually?doing the things in his life that he intends to do), he?ll break things off with his not-girlfriend all good and tidy and go for the girl he actually wants to be with.

The only problem is? most people go their whole lives?intending to do what they?ve always wanted to do, but they never get around to it.

Instead, in these instances, men fall deeper into their ?not-girlfriend? relationship.

The girl supports him emotionally and faithfully acts as his crutch so that he can find his strength and become the man he?s always wanted to be. ?She aims to bring him comfort and relief from his painful and tragic life.

What ends up happening is he becomes dependent on her to be his emotional crutch. ?Instead of getting stronger, he gets weaker and more attached to this girl.

So months or years go by and the girl just figures (even after all this time) that if she just loves him enough, he?ll be strong enough to love her back. ?At this point, she?s in deep too ? she?s invested so much into a relationship that she hopes will someday happen, but has yet to ever make its debut into reality.

So now we?re at this point: ?Girl has poured months or?years?of love and obsession into this guy, hoping he?ll one day come around. Guy has become emotionally dependent on the girl for her love and support, but he knows in his heart that the situation isn?t what he actually wants.

And here?s where it gets really perverse: ?On some level, both parties know that if the guy gets into a place of true emotional strength and independence, he?ll leave the girl. ?It?s subconscious in most cases, but I?ve seen it play out enough times that it?s prevalent in these situations.

What ends up happening is that the guy will make sure the girl has?just enough?hope to keep chasing him. ?The girl will make sure that he?s as emotionally dependent on him as she can get him to be.

In these arrangements, you?ll notice that when one side starts to stray, the other side will undermine them.

If the guy starts getting himself together, the girl will find some way to subtly undermine his progress ? usually through comfort, but sometimes through less pleasant means.

If the girl starts to give up on him, he?ll find some way to subtly give her hope for some kind of future. ?After all, he doesn?t want to lose his emotional crutch/sexual outlet security blanket ? then he?d be not only emotionally weakened, but also alone.

Said simply, both sides will do things to entrench the other side exactly where they?re at.

So how does it all end?

Typically?. heartbreak. ?What usually ends up happening is that sooner or later, the ?better thing? the guy was waiting for appears and the moment it does, he disappears.

If you?re the guy, this isn?t such a bad situation since he was able to enjoy a cozy comfortable pseudo-relationship in between.

Moreover, he can always say, ?Well, we were never in an official relationship. ?What did you think was going to happen??

Which brings me to my point?

I don?t know what happened to this culture? I don?t know if it was Hollywood movies, music, TV, an ever-increasing sense of entitlement, a decline in social perceptiveness across the populous? but let?s nail this down.

If you?re seeing a guy for a few weeks, everything is up in the air ? just relax and let things run their course without being worried.But if you?ve spent the majority of your free time with a guy for the last couple of months ? you eat together, sleep together and support each other emotionally ? and he?s making no effort to lock you down? then you?re in a ?placeholder relationship.?

To be honest, there?s nothing wrong with that IF both sides are on the same page. ?Unfortunately, I have yet to see an instance where both sides are on the same side.

Which brings me back to things I?ve said again and again?

You?re single until he specifically locks you down and says you?re in an exclusive relationship together.? Until then, you?re single and shutting down your options or effectively removing yourself from the dating pool will hurt your chances of getting into a relationship, not help them?

People who have great relationships didn?t bet on a losing horse and magically turn him into a winning horse. ?A winning relationship is a great relationship from the start. ? In almost all cases where I get questions, it?s because the woman?knows the answer to her question, but she doesn?t want to believe it. ?She wants to believe that her fantasy will come true in a hopeless scenario. ?My advice: stop betting on losing horses. ?Romantic turnarounds were invented by Hollywood precisely?because they?re an impossible fantasy. ?Stop with it already.

Don?t make your relationship the source of happiness that you then, in turn, bring into your life. ?Source your happiness?from your life and bring it into your relationships. ? Easier said than done, but it is one of the key secrets. ?The people who ?parasite? all the happiness of their life from their relationship find that the well runs dry?very quickly. ?Whereas the people who love their lives and bring that energy to their relationship make the relationship better and better, stronger and stronger.

We're only a few days into 2013, but that's not stopping Canada's Wind Mobile -- the Great White North's fourth largest carrier -- from announcing big changes for the year ahead. The firm just struck a deal with Egypt's Orascom that'll see the foreign telco gain control of the company through a stock deal and have Wind's founder and CEO, Anthony Lacavera, step down from his post. Barring hiccups in regulatory smell tests, the pact is expected to be rubber-stamped by the end of the year. As for Lacavera, he'll stay onboard as honorary chair and will spearhead a new effort dubbed Globalive Capital to invest in budding technology, telecom and media companies.

Cairo and Toronto, January 18th, 2013: On the heels of a strong growth year, Orascom Telecom Holding S.A.E. ("Orascom") and WIND Mobile's founder, Chairman and Chief Executive Officer Anthony Lacavera, jointly announce that they have entered into an agreement to transfer Mr. Lacavera's shares of WIND Mobile Canada to Orascom.

Mr. Lacavera, who plans to launch a new initiative, Globalive Capital in 2013, will remain WIND Mobile's Chairman and CEO until closing, and will continue in a non-operational capacity as WIND Mobile Canada's Honorary Chair. Upon closing, Orascom will own an indirect 99.3% interest in Globalive Wireless Management Corp.

"As an entrepreneur, my vision was to ignite change across the wireless landscape in Canada, bringing more competition, better prices and superior service to Canadians," said Mr. Lacavera. "And that is exactly what we did. Now that I am confident WIND Mobile Canada is on a course for long-term success, I can focus on launching Globalive Capital to make targeted investments in companies that share my entrepreneurial vision and continue to support innovation through new and emerging entrepreneurs."

Mr. Lacavera founded WIND Mobile in Canada in 2008. Partnering with Orascom (now majority owned by VimpelCom Ltd.), WIND Mobile acquired spectrum in the 2008 wireless auction and launched what is now Canada's fourth largest wireless carrier. Since that time, Wind Mobile has launched in Southern Ontario (including Toronto), Ottawa, Vancouver, Calgary and Edmonton and now serves 600,000 subscribers.

Under the terms of the signed agreement, upon obtaining certain necessary regulatory approvals, Orascom will indirectly acquire all of AAL Corp.'s interest in Globalive Wireless Management Corp., which operates under the WIND Mobile brand in Canada. AAL Corp. is a holding company that is majority owned by Anthony Lacavera. As part of the consideration to be paid to AAL Corp. (which includes cash consideration and a continuing economic participation in WIND Mobile for AAL Corp.), the Globalive group's fixed-line assets (including the Globalive name and trademark) will be transferred to AAL Corp.

"Anthony Lacavera has been the face and the voice of WIND Mobile Canada," said Ahmed Abou Doma, Chief Executive Officer of Orascom. "I wish to pay tribute to his leadership in making WIND Mobile the official alternative to the 'Big Three' incumbents in Canada."

Completion of the transactions is subject to satisfaction of certain conditions, including Canadian regulatory approval of the conversion of Orascom's non-voting shares into voting shares, which would result in Orascom holding an indirect 65.1% voting and economic interest in Globalive Wireless Management Corp. immediately before completion of the transactions with AAL Corp. Orascom currently holds an indirect 32% voting interest and 65.1% economic interest in Wind Mobile Canada. AAL Corp. currently holds an indirect 66.7% voting interest and 34.3% economic interest."

Kurdish oil trucking resumes

The Kurdistan Regional Government (KRG) last week gave permission to Genel Energy to begin direct oil sales to Turkey from the Taq Taq oilfield, in trade the central government in Baghdad says is illegal.

But trucked exports were stopped temporarily, with Reuters citing an unnamed industry source as saying the step was taken to introduce a "more rigorous monitoring system for the trucks".

Oil exports and contracts are at the heart of a wider dispute over territory, oilfields and political autonomy between Baghdad's Arab-led government and Kurdistan, where ethnic Kurds run their own regional administration.

Iraqi Oil Minister Abdul Kareem Luaibi said the ministry intended to sue Genel Energy and other companies for the export of crude from Iraqi Kurdistan.

This tiny Bluetooth 2.1 controller is actually a jack of all trades device as it will control your phone, tablet or PC for gaming, multimedia control, remote camera trigger and even help find your keys -- via a free app -- if you lose them.

We had a chance to play a bit of Pac Man and Temple Run on an iPad and the control was really quite good, though, the device's housing isn't complete as you can plainly see in the pic above. Button feel was great with the right rubbery click feel to the various buttons on the face and shoulder keys on the rear. The D-Pad can be flipped to the opposite side of the controller using the small mode key so that lefties can join in the fun, too. To protect your Impulse Controller while it is tethered to your keychain it comes wrapped in a very clever plastic housing that doubles as a stand for your phone while playing a game in either portrait or landscape mode. Florida insurance commissioner proposes major changes to property insurance

Florida Insurance Commissioner Kevin McCarty proposed major changes to the Florida property insurance system, especially for Citizens Property Insurance, at a presentation made to the state Senate Banking & Insurance Committee on Wednesday.

McCarty?s goal is to reduce the risk to state-run Citizens, which accounts for 21 percent of the market ? generally the most vulnerable properties. Citizens' rates are often below private carrier rates.

The risk of a catastrophic storm hitting Florida could wipe out Citizens? reserves and cause assessments to all insurance policy holders in the state.

5 die in plane crash in French Alps

PARIS (AP) ? Police say five people have died after their plane crashed shortly after taking off from an airport in the French Alps.

The plane crashed in a forest in an uninhabited area outside Grenoble, a city that is the gateway to the mountain resorts of the Alps in southeastern France.

An official with the French gendarmerie said the plane crashed Saturday shortly after it took off from Grenoble's airport. Everyone aboard died. It was not clear what kind of plane they were flying. The identities of the victims were not immediately known.

The official would only give the information on condition of anonymity because of police rules.

Shadow inventory is down 12 percent.

CoreLogic?reported on Wednesday that the current residential shadow inventory as of October 2012 fell to 2.3 million units, representing a supply of seven months.

The October inventory level represents a 12.3 percent drop from October 2011, when shadow inventory stood at 2.6 million units.

Data Highlights as of October 2012:

  • As of October 2012, shadow inventory fell to 2.3 million units, or seven months? supply, and represented 85 percent of the 2.7 million properties currently seriously delinquent, in foreclosure or in REO.
  • Of the 2.3 million properties currently in the shadow inventory, 1.04 million units are seriously delinquent (3.3 months? supply), 903,000 are in some stage of foreclosure (2.8 months? supply) and 354,000 are already in REO (1.1 months? supply).
  • As of October 2012, the dollar volume of shadow inventory was $376 billion, down from $399 billion a year ago.
  • Over the three months ending in October 2012, serious delinquencies, which are the main driver of the shadow inventory, declined the most in Arizona (13.3 percent), California (9.7 percent), Michigan (6.8 percent), Colorado (6.8 percent) and Wyoming (5.9 percent).
  • As of October 2012, Florida, California, Illinois, New York and New Jersey make up 45 percent of the 2.7 million properties that are seriously delinquent, in foreclosure or in REO. In October 2011, these same states made up 51.3 percent of all the distressed mortgages that were at least 90 days delinquent, in foreclosure or REO.

?The National Foreclosure Inventory Has Fallen 18 Percent From a Year Ago?

On Thursday, CoreLogic? released its National Foreclosure Report, which provides data on completed U.S. foreclosures and the overall foreclosure inventory. According to CoreLogic, there were 55,000 completed foreclosures in the U.S. in November 2012, down from 72,000 in November 2011, a year-over-year decrease of 23 percent.

Highlights as of November 2012:

  • The five states with the highest number of completed foreclosures for the 12 months ending in November 2012 were: California (102,000), Florida (94,000), Michigan (75,000), Texas (58,000) and Georgia (52,000).These five states account for 50 percent of all completed foreclosures nationally.
  • The five states with the lowest number of completed foreclosures for the 12 months ending in November 2012 were: South Dakota (10), District of Columbia (62), Hawaii (415), North Dakota (491) and Maine (597).
  • The five states with the highest foreclosure inventory as a percentage of all mortgaged homes were: Florida (10.4 percent), New Jersey (7.3 percent), New York (5.1 percent), Nevada (4.7 percent) and Illinois (4.7 percent).
  • The five states with the lowest foreclosure inventory as a percentage of all mortgaged homes were: Wyoming (0.4 percent), Alaska (0.7 percent), North Dakota (0.7 percent), Nebraska (0.8 percent) and South Dakota (1.0 percent).

U.N. Security Council voices worry about Central African Republic rebels

UNITED NATIONS (Reuters) - The U.N. Security Council voiced alarm on Friday at an advance by rebels in Central African Republic that has brought them within striking distance of the mineral-rich nation's capital, and renewed its call for a negotiated solution to the crisis.

Central African Republic President Francois Bozize will refuse to leave power during talks with the Seleka rebel alliance, his spokesman said on Thursday, rejecting the insurgents' main demand and raising the prospect of a return to fighting.

The rebel alliance, which has accused Bozize of reneging on a past peace deal, closed in on the capital Bangui this week before bowing to international pressure to start negotiations.

"The members of the Security Council expressed their concern regarding the 'Seleka' coalition's advance toward Bangui since ... December 27," the council said in a statement.

The 15-nation body also urged "an end to Seleka's military offensive, and said the current situation in CAR cannot be resolved militarily."

"They called again on all parties to seek a peaceful solution by engaging constructively, without preconditions, and in good faith in the negotiations to be held in Libreville beginning January 8 under the auspices of the Economic Community of the Central African States (ECCAS)," the council said.

The advance by Seleka, an alliance of five armed groups, was the latest in a series of revolts in a country at the heart of one of Africa's most turbulent regions. The country remains plagued by poverty and underdevelopment despite its reserves of diamonds, gold and other minerals.

The council also repeated its previous demands that Seleka "cease all hostilities, withdraw from seized cities, and cease attempts to advance further."

It voiced concern about "reports of the targeting of ethnic minorities, arrests, detentions, looting, as well as recruitment and use of children in armed conflict in CAR."

The Security Council urged "all parties to refrain from any acts of violence against civilians and to respect human rights, and emphasized that those responsible for such violations should be held accountable," according to the statement.

(AP) ? Sarah Caron made her son his favorite pancakes for breakfast and walked the second-grader to the top of the driveway for the school bus.

"I hugged him a lot longer than normal, until he said, 'Mommy, please,'" she said. "And then he got on the bus, and he was OK."

It was 7-year-old William's first day of school since last month's massacre at Sandy Hook Elementary, and his mother tried to make the day as normal as possible. But it was harder than usual to say goodbye.

William was among more than 400 students who escaped a gunman's rampage that killed 20 first-graders and six educators at Sandy Hook on Dec. 14. On Thursday, the returning students settled in at their old, familiar desks but in a different school in a different town.

Students, teachers and administrators were met by a large police presence outside their new school in the neighboring town of Monroe, where a middle school that had been shuttered for nearly two years was overhauled and renamed after their old school. Several officers guarded the entrance and checked IDs of parents dropping off children.

Monroe police Lt. Keith White said attendance was very good and the children were getting back to "business as usual."

"A lot of them were happy to see their friends they hadn't seen in a while," he said.

William's classroom had been across the hall from a first-grade room where children and teacher Victoria Soto died, and he had been nervous about going back to school, Caron said. But an open house Wednesday at the school eased some of his fears.

"They didn't talk about what happened at all," she said. "They went in, met up with their teachers, had a little circle time and it was just about trying to get them back into school."

Most of the students arrived at the new school in Monroe by bus, something school officials had suggested to help them get back into a familiar routine.

Nick Phelps, who lives a few blocks from the original Sandy Hook school, said his first-grader and third-grader are excited about the new school because it means a longer bus ride to Monroe, which is about 7 miles away.

He was there when the bus brought them home Thursday afternoon.

"I was never so excited to see my children and, certainly, to see my children get off the bus. There was a shared joy," he said.

About 80 parents attended an assembly Thursday with school and police officials, who fielded questions about security and activities planned for their children. White said security will remain at a high level for now and will be re-evaluated each week.

The gunman, 20-year-old Adam Lanza, shot and killed his mother inside their Newtown home before driving to the school. He shot his way into the building and carried out the massacre before committing suicide as police arrived.

On Thursday, Gov. Dannel P. Malloy announced the creation of an advisory commission that will review and recommend changes to state laws and policies on gun control, school safety measures and mental health services in the wake of the Sandy Hook rampage.

A spokesman for Lt. Gov. Nancy Wyman also said Thursday that Wyman has been invited to attend a meeting between former Arizona Rep. Gabrielle Giffords and families of the victims.

Spokesman Steve Jensen said a visit by Giffords and her husband, astronaut Mark Kelly, is "planned but not confirmed" for Friday afternoon. He says the plans include the Giffords meeting at a private home with the families.

Meanwhile, the Hearst Connecticut Media Group apologized Thursday because one of its newspapers ran an ad for an antique gun show next to an article about the Newtown school shooting.

A statement released by Group Publisher Paul Farrell said the ad's placement in The Advocate of Stamford was the result of an oversight.

In Monroe, teams of workers, many of them volunteers, prepared the new school and even raised bathroom floors so the smaller elementary school students can reach the toilets. The students' backpacks and other belongings that were left behind after the shooting were taken to the new school to make them feel at home.

Students found the same chairs and desks, when possible. Their classroom walls were painted the same colors and hung with the same pictures. Other details, such as the location of bookshelves and cubby holes, were replicated as much as possible.

Newtown school Superintendent Janet Robinson said the school has been transformed into a "cheerful" place for the students. She said mental health counselors continue to be available for anyone who needs them.

Caron, 32, said her son knows what happened and has undergone counseling. She said her 5-year-old daughter, Paige, attends afternoon kindergarten at the school and has been dealing with nightmares about "snakes and bears and coyotes."

"She wasn't at school that day but was with me when we went to look for William at the firehouse," Caron said. "Unfortunately, she heard more about it than I wish she did."

Intellectually, Caron said, she knows her children will be very safe at their new school.

"But, emotionally," she said. "It's very hard to turn off the little 'What if?' that kind of hangs on and says, 'Well, you know what, December 14th started out as a normal day, too."

U.S. to continue helicopter purchase even if only 1 bidder

WASHINGTON (Reuters) - The U.S. Air Force on Friday declined to confirm that it had received only one bid for a $6.8 billion helicopter competition, but said it had procedures in place that would allow the acquisition to continue regardless of the number of bidders.

All but one of the contractors expected to bid to build a new combat search and rescue helicopter for the Air Force announced last month that they would not compete, raising the prospect that the Air Force would have to adopt a different approach to the acquisition program.

Sikorsky Aircraft, a unit of United Technologies Corp , did submit a bid for the competition, based on its H-60 helicopter, according to a company spokesman. Other potential competitors confirmed that they had decided to skip the bidding, and at least one of the companies said it was exploring a possible legal challenge to the terms of the competition.

Air Force spokesman Ed Gulick said he could not say how many companies had submitted bids by the Thursday deadline, but the Air Force had "acquisition procedures in place to proceed with this important acquisition regardless of the number of bidders."

"We cannot release as the information is source selection sensitive," he told Reuters in an emailed statement.

Gulick said the Air Force remained "committed to a fair, open and transparent process" to pick a new, affordable Combat Rescue Helicopter (CRH) that met the military's requirements.

"To ensure this occurs, we are prohibited from releasing information while in the request for proposal and selection processes. Once we select and announce the final contractor we will be able to openly discuss the details of the CRH program," he said in an emailed statement.

Lieutenant General Charles Davis, the top military official in charge of Air Force acquisition, told Reuters in an interview last month that the helicopter competition was structured to tell potential bidders exactly what capabilities the Air Force wanted and what it could afford.

He denied that the terms of the competition had been written to favor the Black Hawk helicopter built by Sikorsky, and said Sikorsky would be asked to submit certified cost and pricing data if it turned out to be the sole bidder for the program.

A Sikorsky spokesman said the company was aware that it could be asked to provide such data if no other bids came in. Lockheed Martin Corp is a key subcontractor on the Sikorsky bid.

Boeing Co , Bell Helicopter, a unit of Textron Inc , EADS and Northrop Grumman Corp teamed with AgustaWestland, a unit of Italy's Finmeccanica SpA , announced last month that they would not bid for the work.

At the time, industry executives said the bidding rules were so narrowly framed that they effectively excluded all but Sikorsky's Black Hawk helicopter from the competition, and would not reward extra capability offered by other aircraft.

Davis last month said that the Air Force had already drawn up plans for how to handle the procurement if only one company submitted a bid, although he said the service would have preferred to have a competitive process with more bidders.

He said the Air Force's move away from more "nebulous" and "open-ended" procurements was positive for the industry, allowing companies to make more informed decisions about whether to spend money preparing a bid for a given competition.

He said the change toward more narrowly defined requirements for military equipment was a result of multiple protests filed by companies in recent years that challenged the more open and subjective way procurements were structured in the past.

Boeing won the Air Force's last rescue helicopter competition with its H-47 helicopter, only to see the $15 billion contract canceled after several protests by losing bidders.

"This is clearly a result of all of the issues that have accumulated over the years of all of these high-visibility protests," Davis said. As a result, the Air Force was now being more diligent in the structuring of its acquisition programs.

"The bottom line is this is a good-news story," he told Reuters in December.

Do Communication Tools Help or Hurt Post Divorce Co-Parenting?

One of the major challenges divorced parents face is how to communicate effectively after they split without major arguments.? Self-help guides and parenting programs for the divorced regularly include strategies and suggestions about how to maintain a cordial working relationship with a former spouse.? Why?? Because one of the most consistent findings about what facilitates children?s adjustment post-divorce is the degree to which former partners limit conflict.

Courts, family law attorneys and parenting coordinators often use email and texting to have divorcing parents communicate about schedules, vacations, drop-offs, pickups and sick-day care.? Almost everything can be shared so disputes can be minimized.? Many joint custody arrangements provide Skype sessions between parent and child while apart.? Parents are sometimes required to buy a cell phone for their child and call times are recorded to insure an adequate amount of time is provided to the other parent.

?In general, the parents interviewed for this study reported a wide range of ratings about the quality of their post-divorce relationship.? Some parents reported a very positive relationship with their ex and others reported a very negative relationship.

The study?s findings indicate that communication technologies can be used in both helpful and harmful ways.? Parents with good relationships used communication technologies such as online calendars, email reminders and others to keep their former spouse informed about activities and routines.? On the other hand, parents with poor relationships did not report that technology tools improved co-parenting.? For these parents, technology was used as a controlling strategy to limit the information the other parent had or to try to influence their reactions to events.? In some cases, cell phones were used five or more times per day; parents on the receiving end of the calls viewed this contact as harassment or troublesome and often sought to limit the contact.

There were a few cases in which technology was used to limit conflict.? In these cases, email could be used to reduce the volatility of the conversations.? Email often gives parents the chance to edit their comments to reduce the hostility in the communication.? The researchers reported that one parent was ordered by the judge to only communicate via email or text in order to reduce the amount of conflict.

The authors conclude that ?communication technologies...make boundary maintenance both easier and more challenging.? They are unequivocally neither boon nor bane to divorced co-parents.?? For the most part, it seems that the technology tools matter relatively little.? Parents who are trying to work on co-parenting can use these tools to enhance their communication and parenting skills.? On the other hand, parents who are having difficulty co-parenting together after divorce may use these tools to harass, control and mislead the other parent.? The big challenge that remains for divorced parents is not what technology to use to communicate, but how to find a way to work together to raise their children.?
