My son seems to have a continual cold which leads to asthma.

I am keen for you to do your magic on him too. ?I wanted to check before I purchased a hair sample kit if that was appropriate for him. ?He is 6 years old.

The HTMA (Hair Tissue Mineral Analysis) of a child usually is a near-copy of the Mother's, except the child's often is more extreme of her patterns.

So, when we look at the Mother's HTMA to the left, we can see patterns that indicate a tendency to suffer viral infections and asthma.

These are low magnesium to calcium and an overall deficiency in magnesium. ?When molybdenum is low and zinc is high we can assume that there is a deficiency in zinc and, therefore, vulnerability to viral infections (high zinc, especially in the presence of low molybdenum means loss of zinc from the tissues and it being deposited in the hair).

If you take out the peaks of calcium, copper zinc, chromium and cobalt we have the appearance of a person who is running on empty. ?We can assume her son will be lower overall as well as having more extremes such as higher calcium and lower magnesium.

Yes, I recommend that the wee boy does have a HTMA completed. ?But, in the absence of a HTMA I would recommend that he follows the dietary and supplementary programme that has been recommended for Mother. ?Any supplements are adjusted appropriately for size and also to take account that most children have difficulty swallowing pills.

Wisconsin Energy Is An 'In' Stock Now, Offering A Steady Dividend

In these trying times, it seems you cannot be sure if your investments will be far up or far down when you wake up each day. The EU is slowing -- some of its countries are already in recession. China is slowing. The Bank of China estimated that GDP growth for Q2 was +7.6%, down from +8.1% in Q1 2012. This is rapid slowing. Countering this, there was some short-term good news that the EU had approved a 120 billion euro growth plan. It also agreed to use of the EFSF and ESM to prop up the banks and sovereign currencies of its members. This may be kicking the can down the road, but it could cause a short-term market fluctuation upward. It is very hard to predict what the complex world economic miasma will bring to the fore next. With this in mind, it is reassuring to put your money in steady, boring utilities that pay good dividends such as Wisconsin Energy (WEC) -- a steady 3.03% dividend.

WEC generates electricity, and it distributes both electricity and gas. As of Dec. 31, 2011, it had approximately 1.1 million electric customers in Wisconsin and Michigan. It has approximately 1.0 million gas customers in the same states. These states get hot and muggy in the summer, and they get extremely cold in the winter. Not many people want to skimp on the energy needed to cool or heat their homes. WEC has a truly captive constituency. In a recession, people might cut back a little, but it will be very little. WEC also invests in commercial real estate in southeastern Wisconsin.

At first glance, WEC may seem like its dividend is a bit small for a utility. However, it increased its dividend by 15.4% from 2011. WEC plans to trend toward a 60% payout ratio in 2014. This means it should have double-digit dividend increases from 2012 to 2014.WEC plans for EPS growth of 4%-6% during this time. On top of this, WEC has a stock repurchase program. It has already bought back $100 million through March 31, 2012. It plans to buy back $300 million total by the end of 2013. This should help the stock price rise as it amounts to about 3.3% of the stock at the current price.

WEC has a plethora of projects that will need to be done in the near future. Only a small number of these are currently active. Many of these will be upgrade or replacement projects. It should be able to recoup all such monies from its customers.

The following charts of its electricity customer base gives one an idea of how much revenue may be at risk during a slowdown/recession.

Commercial and Industrial are by far the largest users of WEC's energy, although residential users do provide 39% of the revenues. The following table more clearly breaks out the commercial and industrial use of electricity.

The mining, primary metals, and paper and products sectors seem like they might be the most susceptible to cyclical forces. These are not areas of huge worry. They are just risks you should be aware of if you are a more short-term investor. If the U.S. is heading into a recession, even stalwart WEC may see downward pressure on its stock in the short term. However, in the longer term it has recovered quickly in the past, and there is no reason to think that it would do otherwise after a new U.S. recession. Meanwhile, you get to collect a good dividend with the assurance that WEC has a captive clientele.

WEC is currently involved in two major projects: the construction of a 50-megawatt biomass plant in Northern Wisconsin, and an air quality control upgrade for the older coal fired units. The first should grow generating capacity. This should help future earnings. The second should help to keep WEC in the good graces of the "green" groups, which is politically important to smooth future operations.

The two-year chart of WEC below shows it has been in a consistent uptrend for the last two-plus years.

The slow stochastic sub chart shows that it is near overbought levels at this time. The main chart shows that the price line is firmly above the 50-day SMA. The 50-day SMA is itself far above the 200-day SMA. The previous two years of chart tell you that you probably want to wait for WEC to come back to its 50-day SMA or below to buy. Averaging in can be a good strategy. The company may have suffered from a warmer than normal winter, but the summer has also been a warm one so far. In fact the dry hot weather is starting to negatively impact many central U.S. crops. This may not bode well for the crops, but it bodes well for WEC's summer revenues, which stem significantly from air conditioning energy needs.

If you like the idea of investing in good, steady dividend paying utilities, a few of the best include Southern Company (SO), Consolidated Edison (ED), and Duke Energy (DUK).

Both brands are costly - expect to pay at least ?500 if you buy either product new. If you prepare smoothies regularly they are well worth the expense because the intense power behind the blades ensures that the fruit is soundly pulped to extract the best possible flavour.


Green smoothies that would be lumpy and bitty in a cheaper blender are smooth and creamy when made in a Vitamix or Blendtec. In addition they can be used to make many other food and drink recipes.


We use Blendtecs in The Flavour Co, but smoothie fanatic Declan has his own Vitamix and he volunteered to bring it in so we could compare both brands and see which one came out on top.



...and they're off! Blending a gorgeous fruity combination of strawberries and pineapple juice.



The Blendtec has a bit of an issue with spillage. Not a drop was spilled from the Vitamix, which has a tall, narrow, 2L jug.


Apart from that, the finished product was equally delicious from both blenders.

Iran: Tehran and London agree to representation

(AP) ? Iran has agreed with Britain to have other countries' embassies represent the two nations in each other's capitals, Iranian state media reported on Thursday.

British officials were unable to confirm the report.

Both countries shut down their diplomatic missions last year around Britain's prominent participation in efforts by the West to pressure Iran over its nuclear program. Iranian hard-liners stormed Britain's embassy in Tehran in November, and Iranian lawmakers voted to downgrade relations to the level of charge d'affaires from ambassador level.

Iran's Foreign Minister, Ali Akbar Salehi, said in remarks carried by the state IRNA press agency Thursday that the two countries have agreed to have their interests represented by third parties: the Omani Embassy in London will handle Iran's interests, while the Swedish Embassy in Tehran will do the same for Britain.

In London, Britain's Foreign Ministry could not immediately confirm whether the nations had completed an agreement.

Britain's embassy in Tehran has been closed down many times since early 1950s. The two countries have had a history of bitter relations over the past decades on various issues, including the nationalization of Iran's oil industry in the 1950s, the 1979 Islamic revolution and the 1989 fatwa religious ruling issued by late Iranian Supreme Leader Ayatollah Ruhollah Khomeini ordering Muslims to kill British writer Salman Rushdie over his novel "The Satanic Verses."

The current point of contention is Iran's nuclear program. The West suspects Iran of trying to develop weapons technology. Iran says its program is for peaceful purposes.

Tehran regularly accuses Britain of meddling in Iran's internal affairs, a charge London denies.

Britain's Foreign Secretary William Hague met with Salehi on June 14 on the sidelines of an international conference in Kabul, their first talks since the U.K. downgraded ties with Tehran in response to the November storming of the British Embassy.

At the time, Hague said he expected an agreement to be confirmed to allow another European nation to offer consular help to Britons in Iran, as well as carrying out other administrative work on Britain's behalf.

Representatives of Sweden could not immediately be reached for comment.

Efforts to reach the Omani Ministry of Foreign Affairs in Muscat by phone and email were unsuccessful.

Oman keeps a relatively low diplomatic profile, but has been successful in balancing relations between the West and its neighbor Iran.

The sultanate and Iran share control of the Strait of Hormuz, the waterway at the mouth of the Persian Gulf that handles a fifth of the world's oil supply. Oman's ruler, Sultan Qaboos bin Said, was the first foreign leader to visit Iranian President Mahmoud Ahmadinejad after the Islamic Republic's disputed 2009 election.

USATF draws scrutiny with no plan to settle tie

EUGENE, Ore. (AP) ? Justin Gatlin would pick a runoff, reluctantly. So would Maurice Greene, who would do a coin toss as a last resort.

Everybody has an opinion ? even Olympic gold medalists ? about USA Track and Field's hastily unveiled options for breaking a third-place tie between Allyson Felix and Jeneba Tarmoh, who finished in a dead heat in the 100-meter final at last weekend's Olympic trials.

On Tuesday, three days after they raced, USATF still has no idea when it will be resolved.

The sprinters have until Sunday, when the trials end, to decide if they want a runoff ? a winner-take-all race to break the tie ? or a flip of a coin to determine who gets the last spot on the London-bound team. One of them can simply bow out, too.

"I honestly can't tell you why a protocol wasn't in place," USATF President Stephanie Hightower said. "No one ever thought through it. The likelihood of it happening didn't cross anybody's minds."

Surprising, since this has happened before ? to Hightower, no less.

At the 1984 Olympic trials, she finished in a three-way tie for second place in the hurdles. A grainy photo was used to break the tie and she was the odd person out, failing to earn a spot.

"There's no question that everyone was caught off guard," Hightower said. "At least this gives us the motivation to look at our bylaws and competition rules to see if there are any other gaping holes we need to shore up before the next big championship or Olympic trials."

That doesn't exactly help Felix and Tarmoh now. They will compete in the 200 meters and after Saturday's final, if both make it, decide what to do next. The trials went on a two-day break Tuesday and will resume Thursday.

So far, the women have been pretty much mum on the matter. Their teammates have not.

"As an athlete, this worries me," said Gatlin, who won the 100 last weekend, but will skip the 200. "Because no one knew about this loophole in the system.

"To run the 100-meter final at the Olympic trials and for it to be decided on a coin toss? It blows my mind."

So does a runoff.

"Your coach trains you for three rounds, for six rounds if you run the 100 and 200, and not an extra round. That's looked at as more of a sideshow," Gatlin said. "These ladies should have the respect for someone to say to them, 'Hey, you know what? There should've been a better (system) in place.'"

If left to Greene, an Olympic gold medalist in 2000, he would pick runoff. Maybe.

"That's why you have a coach," he said. "If he said (coin flip), I would have to do that."

As it is, both are eligible to be selected to the 400-meter relay team.

There has been some scuttle that perhaps Felix is waiting to see how she fares in her signature event, the 200, before reaching any decision. Should she earn a spot in the 200 and Tarmoh doesn't, Felix might just surrender the 100 spot to her training partner.

"It's noble, but I'm not giving anything up," Greene said. "I fight for everything. Nothing in life is given to you. You have to take everything you want and you have to work for it."

He has a solution ? a made-for-TV special. No other events, just these two women on the track.

"Tell NBC to give them $2 million and have a runoff," Greene said. "Then they'll do it for sure. If they have a runoff, do you realize how much money there's going to be."

Maybe that would work if they weren't already coming off a grueling competition schedule. Bob Kersee, who coaches them both, is concerned about the possibility of injury, since there's really no rest for either athlete.

The Olympics, after all, are on the line.

"You've come this far. I would gut it out," Gatlin said. "I would run. ... It would bring more excitement to track and field, to have a runoff."

In every other sport, there's some sort of carefully spelled-out tiebreaker in place.

In swimming, deadlocks are settled with swim-offs between the two opponents.

Gymnastics released its revamped tiebreak procedures so it doesn't have a repeat of the debacle in Beijing, where it practically took a NASA physicist to decipher the complicated formula that settled the gold medal on uneven bars. Now the execution mark will be the big deciding factor, and there is the possibility of sharing medals.

Odds of that happening are rare.

Still, it's a plan.

"You're always going to have your haters and your critics," Hightower said. "That goes with the territory. I think we've been responsible, responsive and we've been thoughtful. If this is a way to educate people about our sport, I'll take good with bad."

In a society that craves everything in an instant, the 100 is the ideal race.

Sprinters blaze down the track, lean at the finish line and look up at the giant scoreboard, where the times and places instantly pop up.

Even high-tech cameras couldn't break Saturday night's dead heat in a sport that's long relied on technology. Unlike baseball, which is slowly turning to video replay, track uses images to help sort things out.

But in this case, the image from the outside camera was inconclusive for determining the finish because both runners' arms obscured their torsos ? a key consideration in determining the finish.

The image from the inside camera, shot at 3,000 frames per second, was analyzed by timers and referees, who declared the tie.

"We might even look at where we put cameras in the future," Hightower said. "Now that we've had this incident, it will give us the motivation, for us to do our due diligence to look at things.

"I want to make sure that both (Felix and Tarmoh) walk away from this knowing that there was a fair process in place and they had input into it. They can walk away and feel like we haven't done anything to harm them and their ability long term."

USATF sets procedure for breaking 3rd-place tie

EUGENE, Ore. (AP) ? Bobby Kersee is struggling to make heads or tails of USA Track and Field's new procedures designed to help break the third-place tie between Allyson Felix and Jeneba Tarmoh in the women's 100 meters.

Heads or tails just might be what decides it.

The scenarios involve either a coin toss or a runoff to determine the third and final spot on the team for the London Games.

If both athletes choose the same option, it will determine the tiebreaker. If the athletes disagree, the tiebreaker will be a runoff. If both athletes decline a preference, the tiebreaker will be a coin toss.

Confusing? Kersee certainly thinks so.

The coach told The Associated Press the sprinters won't make any kind of decision until after they complete the 200 later this week. The final is Saturday.

Kersee wants them to fully focus on the task at hand and not worry about a possible runoff ? or a coin flip.

"Nine times out of 10, most athletes aren't going to want to flip a coin," Kersee said. "Would you go to the Super Bowl and after two overtimes or what have you, have the referees take both coaches to the middle of the field and say, 'We're going to flip to see who wins the Super Bowl?' I don't see that."

The national track governing body said they want the matter decided by Sunday when the trials end. Kersee said he will wait until 11:59 p.m. if he has to, just to ensure more rest for the sprinters.

He's fearful of a quick turnaround between the 200 final ? should both make it ? and another round of the 100. That could be a lot to ask of his athletes.

"I'm asking them to focus on the 200 meters, go through drug testing and hopefully they'll both make the team in the 200 meters," Kersee said. "Then we'll meet as a group, we'll meet with USA Track and Field. I will be in the room on the meeting, but I will have no decision-making power. I'm going to be listening, but let the athletes decide. Let the managers decide what they want to do ? I want the best for the athletes."

Kersee said earlier in the day he's in favor a runoff to break the tie. Only, he wanted the race held later, maybe even a few weeks later, on a track somewhere to be determined.

To decide anything right now, the coach said, isn't fair to Felix and Tarmoh, especially because they are both running the 200 that begin Thursday.

Felix and Tarmoh finished in a dead heat in the 100 on Sunday, each leaning across the finish line in 11.068 seconds. They're looking to join Carmelita Jeter and Tianna Madison on the team.

With no protocol in place at the time of the tie, the organization had to meet to come up with a plan, which was approved by the United States Olympic Committee.

And one of the options was a coin flip, with the rules as to how the coin will be tossed explicitly spelled out. For instance, it says, "the USATF representative shall bend his or her index finger at a 90-degree angle to his or her thumb, allowing the coin to rest on his or her thumb."

Being the coach of both, Kersee knows he has a conflict of interest in this situation. But he insisted he's only concerned with one thing: Doing right by his runners.

"You don't have to bother us about this now," he said. "You can wait until later."

Originally, Tarmoh was declared the third-place finisher and the official scoring said she had edged training partner Felix by 0.0001 seconds. But the results were reviewed, and after a lengthy delay, the dead heat was announced.

In swimming, ties are settled with swim-offs between the two deadlocked opponents. Track has tiebreaking procedures for many of its events, as well, but this is a special case for which there is no written solution ? a tie for the last spot on the Olympic team.

The USATF said in a release that two cameras are used to determine photo-finishes, one on the outside of the track and another on the inside.

In Saturday's race, the image from the outside camera was inconclusive for determining the finish because both runners' arms obscured their torsos.

The torso position is used to determine the finish.

The image from the inside camera, shot at 3,000 frames per second, was analyzed by timers and referees, who declared the tie.

Should the sprinters settle the matter with a runoff, Kersee said he won't be at the track for the race.

Sure, he will warm Felix and Tarmoh up. And yes, he will give them some last-minute advice.

Japan?s Economy Losing Momentum Amid Global, Domestic Pressures

Japan's economy appears to be weakening in the April-June quarter as business conditions deteriorate and exports flatten off, suggesting that the recovery may have lost momentum.

In May, Japan's merchandise trade deficit rose more than what had been expected. According to the Financial Ministry data released earlier this week, the trade deficit increased to 907 billion yen ($11.5 billion) in May from 522 billion yen in April.

Economists expect that the trade deficit will increase further with energy imports continuing to grow as the country remains reliant on imported fossil fuels. Meanwhile, exports are likely to struggle as the global economy remains weak and the yen stays strong.

"Continued growth in imports, in particular of fossil fuels, will be the main factor driving the trade deficit higher. The shutdown of the country's nuclear power plants has left Japan reliant on imported natural gas for energy. The scheduled restart of two of Japan's 54 reactors in July will do little to mitigate power shortages, leaving the country with around 20 percent less electricity generating capacity than last year," David Rea, an economist at Capital Economics, said.

The continuing crisis in Europe, the weakness in the U.S. market and the strengthening of the Japanese yen have hampered the growth of Japan's export-focused companies. With the increasing borrowing costs in Spain and Italy, the debt crisis in Europe has revived, consequently affecting Japan's market sentiments adversely. Investors have withdrawn from risky assets, leading to a stronger yen.

Japan's industrial production declined in April from the previous month, according to the revised data released by the Trade Ministry earlier in June. The revised data reported that industrial output fell 0.2 percent in April, raising concerns about the country's faltering economic growth momentum.

A major worry for Japan is the fact that the country's electronic sector is seriously affected by the strengthening of the yen. Japanese electronics companies are finding that they are no longer able to keep the prices at competitive level in the international market.

Another concern is Japan's unemployment rate, which, according to the data released by internal affairs ministry, rose to 4.6 percent in April from 4.5 percent in March. Employment conditions in Japan do not seem to improve with major companies such as Sony Corp, NEC Corp and Renesas Electronics Corp announcing job cuts as they are attempting to trim expenses.

In May, the sovereign credit status of Japan was cut to A+ from AA by Fitch Ratings. It commented that the downgrades and negative outlooks reflected growing risks for Japan's sovereign credit profile as a result of high and rising public debt ratios.

NEW ORLEANS (FBW) ?In carnival-like settings throughout New Orleans, 38 block parties and other efforts were in full swing June 16 during Crossover 2012 when several dozen Florida Baptists joined more than 1,500 Southern Baptists for the evangelistic thrust prior to the Southern Baptist Convention annual meeting.

Michelle Moralles, one of 11 teens from Hay Vida en Jesus in Orlando, said the blessings had poured in ?by the truckloads,? since she and the others hit the streets of New Orleans, bringing the Gospel message after six months of evangelism training.

For an entire week Moralles and 18 volunteers from Iglesia Bautista Hay Vida en Jesus in Orlando joined 35 church members to canvas the streets surrounding the community around Iglesia Bautista Getsemani in New Orleans with information about Saturday?s events.

During one of their door-to-door witnessing trips, Moralles shared that her team prayed one person would come to know Christ. ?There was a man we passed and he was crying so we stopped and prayed for him,? she said. ?He was hurting and he needed help.?

With a huge grin, Moralles said her prayer for the church is that it will ?follow up with people and show them the love of Christ.?

Getsemani?s pastor Jorge Alvarenga is ready for follow-up. At a June 16 block party registration table people were cross-referenced for contacts already made throughout the week. Alvarenga pointed to dozens of New Testaments and tracts. Additionally, he said, the church has a strong presence at a local food bank?meeting both physical and spiritual needs in its community.

Moralles was grateful for the opportunity to share her personal testimony at the block party?along with the Gospel?in a lively youth-led service with nearly a dozen band members and vocalists on a raised platform beside the church. Free food, entertainment and children?s games beckoned residents.

?Throughout the week the group made 150 contacts, and saw 11 professions of faith and 7 recommitments, according to Carlos Mendez, senior pastor of Iglesia Bautista Hay Vida en Jesus.

?God is good,? Mendez said.

?

An adult leader from Florida agreed with Mendez on God?s faithfulness. She said Crossover helps congregations remember people need to move out of the walls of the buildings to reach people?but that both ways of doing evangelism can be effective.

?

?People want the church to come to them,? Edda Ramos said. ?There are moms and children who can?t get to church who will listen if (members reach out to them).

?You have to go,? she said.

?For Shelly Chandler, pastor of First Baptist Church in Bonifay and a student at New Orleans Baptist Theological Seminary, Crossover was just that. It was a chance to be there on behalf of a local church, connecting with the community.

?People are hurting and they?re open to the Gospel,? Chandler told Florida Baptist Witness.

The week prior to Crossover 2012, Chandler, with a handful of youth and seminary students, handed out 3,000 flyers promoting the ?free? family-fun event hosted by Metairie Baptist Church. They were able to do more than advertise and had several opportunities to help those in need.?

?We were able to engage an elderly couple with nothing in their house and the church went back and filled up their pantry,? Chandler said. ?We saw a lady come to Christ from an abusive relationship, and prayed with a man who just lost his wife.?

A battle for Internet freedom as UN meeting nears

Secret negotiations among dozens of countries preparing for a United Nations summit could lead to changes in a global treaty that would diminish the Internet's role in economic growth and restrict the free flow of information.

The U.S. delegation to the World Conference on International Telecommunications to be held in Dubai in December has vowed to block any proposals from Russia and other countries that they believe threaten the Internet's current governing structure or give tacit approval to online censorship.

But those assurances have failed to ease fears that bureaucratic tinkering with the treaty could damage the world's most powerful engine for exchanging information, creating jobs and even launching revolutions, according to legal experts and civil liberties advocates who have been tracking the discussions. Social networks played a key role in the Arab Spring uprisings that last year upended regimes in Egypt and Tunisia.

Russia, for example, has proposed language that requires member states to ensure the public has unrestricted access and use of international telecommunication services "except in cases where international telecommunication services are used for the purpose of interfering in the internal affairs or undermining the sovereignty, national security, territorial integrity and public safety of other states, or to divulge information of a sensitive nature," according to a May 3 U.N. document that details the various proposals for amending the treaty.

The wording of this provision could allow a country to cite a U.N. treaty as the basis for repressing political opposition. The provision also appears to contradict Article 19 of the U.N. Universal Declaration of Human Rights, which says people shall have the right to access information "through any media and regardless of frontiers."

An amended treaty would be binding on the United States if it is ratified by the Senate. But approval is not automatic. The treaty is sure to be scrutinized by lawmakers wary of its potential impact.

The U.N.'s International Telecommunication Union, which oversees the treaty, does not operate like the U.N. Security Council, where the United States has the power to veto resolutions to which it objects. The ITU works on a consensus basis. Proposals can be stopped from serious consideration if enough countries voice their objections. More than 190 nations will attend the Dubai conference and the U.S. delegation is seeking support for its positions at the preparatory meetings that will continue until the conference convenes.

"It is important that when we have values, as we do in the area of free speech and the free flow of information, that we do everything that we can to articulate and sustain those values," Philip Verveer, deputy assistant secretary of state and U.S. coordinator for international communications and information policy, said in an interview.

The drafting and debating of proposals in preparation for the Dubai conference have taken place largely behind closed doors. Public interest groups have criticized the process and said it runs counter to development of sound public policy. In response to calls for transparency, two research fellows at George Mason University's Mercatus Center launched the website WCITLeaks.org earlier this month as a way to make documents that have been leaked to them by anonymous sources available publicly.

The negotiations have sparked rumors that the U.N. and the ITU are plotting to take control of the Internet from the loose coalition of nongovernmental organizations that establishes Internet policies, standards and rules, they said. The ITU's secretary general, Hamadoun Toure, has called the takeover rumor "ridiculous."

The ITU said the preparatory process is open to all member states as well as hundreds of private sector and academic organizations. The member states, not the ITU, determine the rules of participation and are free to share documents and information as they see fit, the agency said in an emailed statement.

The treaty, known formally as the International Telecommunications Regulations, was developed in 1988 to deal with global telephone and telegraph systems that were often state-run. The conference in Dubai, which is being run by the ITU, will be the first time in more than 20 years that the treaty is being opened for revisions.

Independent organizations, including the Internet Society, the Internet Corporation for Assigned Names and Numbers, and the Worldwide Web Consortium, for years have served as the Internet's governing bodies. They handle core tasks like network and domain name administration and make decisions based on input from the public and private sectors. This system allows the Internet to evolve organically and react rapidly to changes in technology, business practices and consumer behavior, according to open Internet advocates.

Yet for countries still grappling with how communications have been transformed by the Internet, ITU and the treaty are viewed as the best avenues for plugging themselves into the global information economy. For developing nations that don't have an effective broadband infrastructure, bureaucratic and regulatory measures can allow them to benefit financially from the traffic that crosses their borders.

But treaties are static instruments that often are unable to adapt and adjust to the fast pace of Internet innovation, said Sally Shipman Wentworth, senior manager for public policy at the nonprofit Internet Society. "Further, we do not believe that we should simply take the 1988 regulatory model that applied to the old telephone system and apply it to the Internet," she said.

A proposal offered by a European association of telecommunications network operators would put pressure on content providers such as Google, Facebook and Netflix to offset the costs of delivering Internet traffic to end-users. Traffic increasingly includes bandwidth-hungry video, and the proposal from the European Telecommunications Network Operators' Association essentially argues that the investment needed to expand and improve data delivery should be borne by the operators and the content providers.

Verveer called the proposal unworkable and said it would have unintended consequences, such as blocking Harvard, MIT and other universities from putting courses online at no cost to users in places where access to education is already limited. "If it became necessary to pay in order to make these courses available, they would predictably become less available, which would be very unfortunate," he said.

Even what appear to be minor alterations to the treaty can have far-reaching consequences. A coalition of Arab states has proposed expanding the treaty's definition of telecommunications by adding the word "processing." The change, if made, would "essentially swallow the Internet's functions with only a tiny edit to existing rules," Robert McDowell, a Republican member of the Federal Communications Commission, said late last month at a congressional hearing.

The threat to Internet freedom won't come in the form of a "full-frontal assault," McDowell said at the hearing, "but through insidious and seemingly innocuous expansions of intergovernmental powers." His warning resonated with members of the House Energy and Commerce communications and technology subcommittee.

Several lawmakers questioned Verveer, who also testified, and McDowell about the relationship between Russian President Vladimir Putin and Toure, the ITU's secretary general. Their fear is that Putin, who long has pushed for centralized control of the Internet, will use his allegedly close ties to Toure to accomplish that goal. Toure, a native of Mali, received advanced degrees in electronics and telecommunications from universities in Moscow and Leningrad.

"Is this relationship a concern?" asked Republican Rep. Greg Walden, the subcommittee's chairman. "What steps are we taking to be able to counterbalance that relationship?"

Verveer told Walden he has no doubts about Toure's honesty and fairness.

But McDowell struck a more ominous tone. Putin's "designs" need to be taken very seriously, he said, and urged proponents of Internet freedom to be on guard for "camouflaged subterfuge" that could threaten the Internet's future.
