    Gov't appeals to hacktivists to stop attacks - Home ? Other Sections ...

    MANILA, Philippines - The Department of Science and Technology's Information and Communications Technology Office (ICTO) on Friday appealed to hacktivists to stop attacking government websites as it admitted that there is a need to upgrade the state's internet security system.

    ?We understand the concerns of the public and our netizens on several controversial provisions of RA (Republic Act) 10175 (Cybercrime Prevention Act of 2012). However there are proper avenues for expressing their indignation rather than committing cybercrime to protest a bill that aims to prevent cybercrime,? ICTO Executive Director Louis Casambre said in a statement.?

    A group of hacktivists called Anonymous Philippines has been attacking government websites in protest against the new cybercrime law.

    The latest victim of the group was the Intellectual Property Office of the Philippines' website. The website was also defaced by the hacktivists' message against the new cybercrime law, but it was immediately restored.

    Casambre said that the latest attacks expose the existing vulnerabilities of government websites and underscores the need for a "national cybersecurity plan."

    As the ICTO has yet to come up with the plan, it renewed its directive to government system administrators to review their existing internet security measures.

    "In the meantime, we would like to request our government systems administrators to review their own policies and utilize industry best practices when it comes to cybersecurity,? Casambre said.

    IRR to balance new law

    ICTO has been designated as head of the Cybercrime Investigation and Coordinating Center, the main body in charge of inter-agency coordination, monitoring, policy formulation and enforcement of the Cybercrime Prevention Act as well as the development of a national cybersecurity plan.

    Along with the Department of Justice (DOJ) and the Department of the Interior and Local Government (DILG), the ICTO is also tasked with the formulation of the bill?s implementing rules and regulations (IRR).

    Casambre said that they will address at least some of the controversial measures in the development of the IRR. He said they are planning to hold multi-sectoral consultations with various stakeholders to ensure that a balance is struck between protecting individual rights, freedom of expression, and national security in the rules.

    Casambre insisted that the country needs a new cybercrime law.

    He said that before the passage of the cybercrime bill into law, the ICTO had limited legal tools to address cybercrimes such as identity theft, computer fraud, and hacking. What we also need is a balanced legal regime which addresses both the potentials and perils of the Internet, and the rights of all stakeholders.

    "In addressing cybersecurity challenges, our legislators have finally passed a law after a difficult process spanning several Congresses. For us in the executive, we now need to ensure that the IRR will help balance perceived shortcomings while having an implementation framework that is both legally grounded and technically sound. In achieving this balance, we also do respect the rights of netizens and other stakeholders to seek clarifications with the courts on some of the bill?s more controversial provisions,? Casambre said.

    IRA vs 401K - Investment Advisor Tips

    IRA vs 401KThere are two distinct retirement plans that can give you a return on your investment and an income for the future. One is an IRA and the other is a 401K. Both have benefits for savers, but there are also differences. When discussing the advantages of an IRA vs 401K plans, look to maximum contribution limits, individual vs employer plans, investment options, and matching employer contributions.

    Maximum contribution limits constitutes the differences between the two retirement accounts. Each account has a maximum you can contribute. A 401K allows you to contribute more to your account every year than does an IRA. As an example 401K contribution limits are $15,400 per year or $22,000 a year if you are over fifty. You can only contribute a maximum of $5,000 or $6,000 a year to an IRA account.

    Another difference with IRA vs 401K is who offers these accounts. You get 401Ks from an employer but with an IRA you need to set it up on your own and manage it by yourself. Self-employed individuals can set up solo 401Ks, but the majority of 401K plans are through employers and you can take advantage of matching contributions from your employer. In addition to the money you directly contribute into your 401K is the employer?s contribution to this account. An IRA account does not have matching contribution provisions.

    IRA vs 401K plans do have various security and investment options. You can put the funds into bonds, stocks, or mutual funds. IRAs have more investment choices, but 401Ks only have a few types of secure investment sources where monies are stored.

    To better understand IRA vs 401K, you need to know that there are two types of IRAs; traditional and Roth named after the late congressman who set up the fund. The Roth IRA eligibility has an income limit of $120,000 a year for individuals and $175,000 for couples. If your earnings become higher than those limits you will no longer be able to contribute to a Roth IRA. There are no income limits when contributing to a traditional IRA. Both IRA plans have a yearly limit of $5,000 or $6,000 contribution. Roth IRAs will be taxed upon contribution while traditional IRAs are taxed at withdrawal. The traditional IRA vs 401K carries the same 10 percent early withdrawal penalty but a Roth IRA can be withdrawn any time after the fund has sat for five years. In order to determine the best IRA accounts for you, add up the cost savings between early withdrawal and tax penalties and taxed contributions.

    If you are looking to maximize your retirement dollars, a no fee Roth IRA can be ideal. You have the option of contributing up to $5000 in this IRA and if you find the right broker you will have no set up or administrations fees for a period of time. IRA vs 401K plans provide you with retirement security, but if you are looking for no-age limit withdrawals, and the opportunity to invest in multitudes of funds one type of IRA is best. If you are not good at saving, direct contributions from your paycheck into your 401K plan can be ideal.

    The?Curiosity rover's latest Mars photo?captured the planet's largest Martian moon, Phobos, during a Martian evening, revealing the satellite as a faint crescent moon.

    "Moon Over Mars: I snapped a pic of one of Mars' moons, Phobos, in the twilight sky over Gale crater," NASA's Curiosity team announced on the mission's Twitter page @MarsCuriosity, writing as the rover itself, on Wednesday (Sept. 26) ? the same day Curiosity made its longest drive yet.

    The photo shows Phobos as a faint white crescent that almost blends in with the Martian sky. A black blemish also appears in the image, but is merely the result of a bad pixel in the image data, rover officials said.

    "When you send images from 179 million miles away, stuff happens," they added via Twitter.?

    The new photo of Phobos is Curiosity's latest view of Martian moons from the surface of the Red Planet. Earlier this month, Curiosity snapped photos of Phobos as it crossed part of the sun, creating a partial?solar eclipse on Mars.

    Mars has two moons, Phobos and Deimos, both of which are much smaller than Earth's moon. Phobos is about 14 miles wide (22 kilometers), making it the largest Martian satellite. Deimos is about 9.3 miles across (15 km) at its largest point and is farther from Mars than Phobos.?

    The Curiosity rover's Phobos photos are just part of the science work the car-size robot has been performing on Mars. The rover landed inside the planet's vast Gale Crater on Aug. 5 and is currently driving toward its first science destination, a location called Glenelg.

    On Wednesday, Curiosity drove 160 feet (48.9 meters) closer to Glenelg, marking its longest single drive of its mission so far. To date, the rover has covered about a quarter-mile (416 meters) on Mars.

    NASA's?Mars rover Curiosity?is expected to spend at least two years exploring Gale Crater to determine if the region could have ever supported microbial life. Mission scientists plan to drive the rover up a 3-mile (5-km) mountain ? Mount Sharp ?that rises from the crater's center.

    Avalanche survivors in Nepal tell of predawn confusion and terror

    Climbers on Mount Manaslu in Nepal were caught unawares at 4 a.m. in the morning when an avalanche hit, killing at least nine. Six climbers are still missing.?

    Mountaineers who survived a predawn avalanche high on the world's eighth-tallest peak say they waited an hour for the sun to rise and then saw pieces of tents and bodies of victims strewn around them on the snow.

    Italian climber Silvio Mondinelli said he and a fellow mountaineer were asleep when they heard a violent sound and felt their tent start to slide.

    "It was only a few seconds and we did not know what happened, but we had slid more than 650 feet," Mondinelli told The Associated Press on Monday. "All we wanted was for it to stop."

    The avalanche hit at about 4 a.m. Sunday while more than two dozen climbers were sleeping in tents at Camp 3 on Mount Manaslu in northern Nepal.

    At least nine climbers were killed and six are believed still missing. Many of the 10 survivors were injured and were flown to hospitals by rescue helicopters.

    Helicopters flew over the slopes on Monday to search for the missing mountaineers as climbers and guides searched on foot. Rescuers brought down eight bodies ? four French, one each from Germany, Italy and Spain and a Nepali guide ? and were trying to retrieve the ninth from the 22,960-foot area where the avalanche struck, police Chief Basanta Bahadur Kuwar said.

    Three French climbers and two Germans were transported to hospitals in Katmandu on Sunday. Two Italians were flown there on Monday ? Mondinelli, who has climbed the world's 14 highest peaks, and fellow mountaineer Christian Gobbi.

    Mondinelli said a third Italian climber and their Sherpa guide were sleeping in another tent and both were buried by the avalanche and died.

    Gobbi said they could not see at first when they looked out of their torn tent because it was pitch dark and they had no light.

    "We found someone's boots and put them on," he said.

    When the sun rose an hour later, they saw parts of tents scattered across the snow, along with people who had been killed or injured.

    They said they were able to assist the injured with the help of Sherpa guides who came up from lower mountain camps. Those who could walk made their way down to the base camp while those who were injured were picked up by helicopters.

    At least three of the victims were from the French Alps town of Chamonix, a hub for climbers on Mont Blanc and nearby peaks. An avalanche on a route to the summit of Mont Blanc in July killed nine experienced climbers.

    Two French climbers were still unaccounted for as of Monday afternoon, the French Foreign Ministry said. The rescue effort was called off "at least for today, probably definitively," Christian Trommsdorff, president of the French Mountain Guides Syndicate, said on BFM television.

    A total of 231 climbers and guides were on the mountain, but not all were at the higher camps hit by the avalanche.

    Nepal Mountaineering Department chief Balkrishan Ghimire identified the eight recovered bodies as Fabrice Priez, Philippe Lucien Bos, Catherine Marie Andree Richard and Ludovic Paul Nicolas Challeat of France; German Christian Mittermeyer; Italian Alberto Magliano; Spaniard Marti Roirg Gasull; and Nepali Dawa Dorji.

    Sunday's avalanche came at the start of Nepal's autumn climbing season, when the end of the monsoon rains makes weather in the high Himalayas unpredictable. Spring is a more popular mountaineering season, when hundreds of climbers crowd the peaks.

    Mount Manaslu, which is 8,156 meters (26,760 feet) high, has attracted more climbers recently because it is considered one of the easier peaks to climb among the world's tallest mountains.

    Nepal has eight of the 14 highest peaks in the world. Climbers have said in recent years that conditions on the mountains have deteriorated and risks of accidents have increased, with some blaming global warming.

    Avalanches are not very frequent on Mount Manaslu, but in 1972 one struck a team of climbers and killed six Koreans and 10 Nepalese guides.

    Ang Tshering of the Asian Trekking agency in Katmandu, who has equipped hundreds of expeditions, said low snow levels and the increased number of climbers on Manaslu have made climbing conditions difficult.

    "It used to be a low-risk mountain in the past but now that has all changed," Tshering said, adding that conditions have become more unpredictable.

    According to a new study co-authored by Simon Fraser University economics professor Steeve Mongrain, parole board decisions can have a huge impact on whether or not prisoners are motivated to rehabilitate.

    The Journal of Law, Economics and Organization, has just published their study Rehabilitated or Not: An Informational Theory of Parole Decisions online.

    Mongrain and his colleagues argue that parole boards need to consider the length of prisoners' original sentences, as well as their behaviour in prison, in granting early parole and determining eligibility for parole review.

    "Our research shows that inmates with short sentences aren't motivated to rehabilitate by enrolling in addiction recovery and skills-building programs if they're in line for early parole," says Mongrain. "But that's not surprising. What is really revealing is our finding that inmates with long sentences are also not motivated to rehabilitate if their parole eligibility is a long way off."

    Mongrain says an important application of this finding is in the context of legislative changes to constraints in the justice system. Any changes to laws governing parole eligibility need to be evaluated in terms of their impact on prisoners' motivation to seek rehabilitation and ultimately the rate of recidivism in prison and society.

    "Most people in prison are there precisely because of their lack of impulse control. So very long sentences combined with long waits for parole eligibility can cause impatient inmates to conclude that rehabilitation is not worthwhile," explains Mongrain. "Studies show recidivism is directly tied to prisoners' completion of addiction recovery and skills-building programs. If they're not motivated to take them then recidivism goes up.

    "Contrary to punishment, which is the big stick in our justice system, parole is the carrot we offer to prisoners as an incentive to rehabilitate. If we make the carrot smaller by telling prisoners with long sentences that we're lengthening the time of their parole eligibility, then we destroy their incentive to reform."

    'End of Watch' claims No. 1 spot in close weekend

    LOS ANGELES (AP) ? The police story "End of Watch" has won a close race at the weekend box office.

    The LA cop tale starring Jake Gyllenhaal and Michael Pena debuted with $13.2 million to finish as the weekend's No. 1 movie, according to final studio figures reported Monday.

    "End of Watch" had been in a photo finish for first-place with two other new movies, Jennifer Lawrence's horror tale "House at the End of the Street" and Clint Eastwood's baseball drama "Trouble with the Curve."

    "House at the End of the Street" wound up at No. 2 with $12.3 million. "Trouble with the Curve" came in at No. 3 with $12.2 million.

    Based on studio estimates Sunday, "End of Watch" and "House at the End of the Street" were tied for No. 1 with $13 million each. "Trouble with the Curve" had been right behind with $12.7 million.

    But once the entire weekend's ticket sales were counted, "End of Watch" came in slightly ahead of Sunday's projections. "House at the End of the Street" and "Trouble with the Curve" wound up a bit behind Sunday's estimated revenues.

    Eastwood's appearance at the Republican National Convention, when he did a rambling fantasy chat with President Barack Obama addressed to an empty chair, probably had little or no effect on the results for "Trouble with the Curve," said Paul Dergarabedian, analyst for box-office tracker Hollywood.com.

    The movie opened in line with other Eastwood flicks, which tend to start modestly but stick around awhile at theaters because he draws older crowds that do not rush out in big numbers over opening weekend, Dergarabedian said.

    If Eastwood's convention gig turned off any liberal-minded fans, it probably was offset by the attention his appearance drew to the movie among conservatives, Dergarabedian said.

    "Whatever he lost on the left, he gained on the right," Dergarabedian said.

    The top 20 movies at U.S. and Canadian theaters Friday through Sunday, followed by distribution studio, gross, number of theater locations, average receipts per location, total gross and number of weeks in release, as compiled Monday by Hollywood.com are:

    3-d time-lapse imaging captures twisted root mechanics for first time

    ScienceDaily (Sep. 24, 2012) ? Using an advanced 3-D time-lapse imaging system, a group of physicists and plant biologists from Cornell University and the Boyce Thompson Institute for Plant Research have discovered how certain plant roots exhibit powerful mechanical abilities while navigating their environment.

    The research, published in this week's online Early Edition of Proceedings of the National Academy of Sciences, could eventually assist in breeding crop plants optimized for growth in areas where climate change or over farming has led to difficult soil conditions.

    The researchers grew Medicago truncatula plants in a transparent gel consisting of two layers -- a soft, top layer and a stiff, lower layer. The roots grew straight down until reaching the lower layer, where they began to twist and buckle into spring-like shapes, much like a string begins to curl if it's continuously twisted in one direction.

    Combining 3-D movies with measurements and mathematical modeling, the research sheds new light on root growth revealing the role mechanics plays in determining the root shapes. Ultimately, this led to a previously unknown connection between root geometry, growth, and force generation.

    "When the roots hit the stiff barrier, growth causes them to buckle like a wire or rod that's been compressed. But by twisting, the buckled roots become helical, allowing the root to push off more gel and get more force at the tip," said Jesse Silverberg, a Cornell graduate student in the Department of Physics and lead researcher for the study.

    "Suppose the plant is growing along and finds itself stuck at a layer of clay or tough clump of soil. The root needs an extra force to push through these barriers, and the mathematical model tells us how large of a helix the root needs to grow to do just that. Roughly, the stiffer the barrier, the larger the helix," said Silverberg. The researchers also used the 3-D technology to discover that 74 percent of the plant roots twisted in a counter-clockwise manner. Silverberg says further research may reveal similar behavior in other plant species.

    Saturday Morning Breakfast & Baseball: #CrankyBryz, Oblivious Harper, Ichiro Magic, and More

    I just fueled up with some Honey Bunches of Oats, showed with that and my chronically sore lower back that I'm a 40-year old man trapped in a 23-year old body. But now I'm going to jump ahead another 20 years and start off today's B&B with a "Get off my porch" rant. This has to do with Melky Cabrera taking himself out of the race for the NL batting title this year. If you don't want to be turned off by this rant, you should consider scrolling down to the first bullet point where the fun stuff begins.

    For those saying it wouldn't be fair for him to win the batting race... IT'S NOT AN AWARD. All Melky would receive is recognition for being the best hitting player in terms of batting average in the NL for a single season, and his name on this Wikipedia list of batting champions. I challenge you to name the batting champions from each league from the past 3 years. Unless you're my buddy Craig Nordquist who now works for MLB Network, you probably can't. Look, it's something that looks good in the moment, but years from now we probably won't remember unless we look it up.

    As far as I can tell, PEDs only help with endurance and recovery, not with hand-eye coordination. Plus, what about Ryan Zimmerman and his cortisone shot? He was hitting .218 on June 24, received a cortisone shot in his balky shoulder, and has hit .332 from then to Wednesday. That, by the literal definition is a PED, but we ignore it because somehow cortisone is different. By the way, the first line of cortisone's Wikipedia entry states, "Cortisone is a steroid hormone." (Redacted) (Redacted) (Redacted). Oh, but that's Wikipedia. Here's two more which call cortisone a steroid in its first 5 words.

    PS: Past batting champions from last 3 years are Miguel Cabrera, Josh Hamilton, and Joe Mauer for the AL, and Jose Reyes, Carlos Gonzalez, and Hanley Ramirez for the NL. Only one I could have named was Mauer, since 2009 was his MVP season.

    Now that I've ruined your Twinkie Town buzz for today, let's move on to the lighter things in our baseball lives.

    • Whenever I play softball, I don't really pay much attention to the score or the inning. As I joke with other people, I just keep going out to the field until someone tells me to stop. That's what I thought of when I heard this quote from Bryce Harper on the night the Nationals clinched a playoff spot for the first time since they moved to Washington from Montreal.

    "Everyone started going crazy and I looked at the fireworks and said ?I guess we just did something.? Someone handed me a playoff hat and a playoff shirt and I said ?I guess we are going to the playoffs.?"

    Apparently he doesn't pay attention to the standings, but I suppose when you're the best team in baseball and you're not going through a late-season slide, you don't need to worry about those other teams behind you.

    • I have an uncle with Downs Syndrome, so this gesture was really touching for me. 29-year old Teddy Kremer has Downs Syndrome and is a huge Cincinnati Reds fan. His parents attended a fundraiser which also included Reds COO Phil Castellini, and one of the things in the silent auction was a night as a Reds batboy. Now, Teddy was outside of the 15-19 age range, but his family ended up with the highest bid and Castellini allowed Teddy to join the Reds for their August 17th game. If there's any link you click in this B&B post today, it should be this one, as everyone with the Reds welcomed Teddy with open arms, from Castellini to equipment manager Rick Stowe to manager Dusty Baker to Reds players Todd Frazier, Brandon Phillips, and Mike Leake.
    • We consider Ichiro Suzuki to be a wizard with the bat (apparently earning the nickname "Wizard", which I've never heard before), and his latest bit of magic was hitting an infield single into pitcher Jarrod Parker's jersey. Now, the announcers said that Parker's best chance was probably to step on 1st base before Ichiro could get there, but is there really any pitcher that could beat Ichiro to the bag, even with 30 foot head start?
    • Curses, you Midwest bias! Wait, what? Well, with the 2013 schedules being released, we can see how much travel every AL team will have to do next year, and it just so happens that the Midwest teams don't have too many miles to traverse. The White Sox have the least traveling to do with about 22,500 miles, while the Mariners have more than twice as many with almost 53,000 miles. If you follow the NHL, this has been a recent complaint as they are separated in East and West Conferences, and the East teams always have easier road trips as they only have to go to Philadelphia, New York, and D.C., whereas the West teams might make a Los Angeles - Vancouver road trip. Oh, and if you're curious, the Twins have the 6th fewest miles out of the 15 AL teams, but they do rank last in the Central next year. Perhaps that will be a recipient of blame if the Twins finish lower than 3rd next year...

    The Twins have a 3:05 pm game today against the Tigers. I promise no more #CrankyBryz rants for the remainder of the day.

    BEIRUT (AP) ? The leader of Lebanon's largest Christian bloc in parliament, which supports the Syrian-backed Shiite Hezbollah group, says he was the target of a failed assassination attempt when his convoy came under fire.

    Tensions in Lebanon linked to the conflict in neighboring Syria are on the rise.

    Michel Aoun said in comments carried by his party's website Sunday that gunmen shot at one of the cars in his convoy in the predominantly Sunni southern port city of Sidon late Saturday.

    Interior minister Marwan Charbel confirmed the shooting and said investigations were under way to determine whether it was an assassination attempt.

    Saturday's attack is the latest reported attempt to assassinate a prominent Christian politician in Lebanon in the past few months.
